Education administrative departments at all levels should give full play to the advantages of system resources, focus on rural areas and enterprises, actively participate in and support relevant departments to carry out skills training and cultural class counseling, take the initiative to undertake education and training tasks, and send teachers to help training bases carry out face-to-face teaching of cultural classes. At the same time, each township (street) should designate at least one school (generally township adult culture and technology schools and street community education centers, which have not yet been established, and can be designated as primary and secondary schools within its jurisdiction) as the teaching point for adult culture learning, and announce it to the public in a timely manner. Adult cultural learning teaching points are mainly for adult residents who have participated in skill training to carry out cultural learning counseling.
Adult "double-certificate system" education and training cultural course assessment work is organized and implemented by the education administrative department at different levels, the county (city, district) Education Bureau is responsible for junior high school, and the district Education Bureau is responsible for senior high school. The assessment results are divided into four grades: A (80 points and above), B (60-79 points), C (45-59 points) and D (44 points and below). The specific assessment methods shall be formulated by the education administrative departments of counties and cities respectively.
