A few days ago, the General Office of the Ministry of Education issued the Notice on Doing a Good Job in Enrollment of Compulsory Education in Cities, requiring all cities across the country to fully implement single-school or multi-school marking, speeding up the realization of full coverage of entrance examination-free, and putting forward stricter requirements for key big cities (municipalities directly under the central government, cities with separate plans, and sub-provincial capital cities) with greater pressure on admission nearby: all counties (cities, districts) should realize marking admission nearby; 1.000% of primary schools are enrolled nearby. In principle, all students in each primary school are determined by the way of admission nearby. More than 90% of junior high schools are enrolled nearby, and more than 90% of students in each junior high school are determined by the way of enrollment nearby. On March 3 1 day, the Ministry of Education also held a symposium on compulsory education enrollment in some big cities to study and deploy to further deepen the reform of compulsory education enrollment.
With the introduction of more orders, the signal of the liberalization of compulsory education enrollment policy is more clear. Last year, how was the implementation? How will all localities continue to exert their strength this year? How to solve problems in the process of policy implementation?
Basically realize the nearest admission.
Draw a red line of policy and guarantee the balance of education with strict system.
"Major cities have promoted reforms in accordance with the unified arrangements of the Ministry of Education and combined with local conditions, and achieved outstanding results. They have basically achieved free entrance and standardized entrance, and the compulsory education enrollment reform has taken a milestone step. " Liu Limin, Vice Minister of Education, commented on the symposium on March 3 1 day.
The reason for this achievement lies in the strict system design.
After the issuance of "Implementation Opinions of the Ministry of Education on Further Doing a Good Job in Entrance Examination-free for Junior Middle Schools" and "Notice of the General Office of the Ministry of Education on Further Doing a Good Job in Compulsory Education in Key Cities", various localities have successively introduced working methods that are in line with local conditions, and found their own work grips and breakthroughs.
Taking Beijing as an example, Beijing issued "Several Provisions on the Discipline of Admission in Strict Compulsory Education Stage", and proposed 15 prohibitions, which was praised as "the strictest prohibition on school selection in history". It also launched a unified service system for primary and junior high schools in the city, recording the admission route and mode of each student, establishing a new student status according to the system data, and avoiding "willfulness of power" to the maximum extent through a "fair" information system.
Another example is Chongqing, with the policy red line of "prohibiting all schools in compulsory education from charging arbitrary fees and not charging school selection fees". Implement "sunshine enrollment", strictly control the enrollment time, fully disclose the enrollment plan, enrollment procedures, scribing plans and other information, and at the same time increase the special supervision and handling of enrollment. The principals of two schools that violated the regulations were removed from their posts.
"System construction is the premise, and admission is 1 2 3.
