Third, the enrollment plan
Actively optimize the structure of high school education, appropriately control the enrollment scale of ordinary high schools, vigorously develop vocational education, and promote the sustainable development of high school education. The enrollment plan is issued by the Municipal Education Bureau and announced to the public. Ordinary high schools in the city plan to enroll 1 1860 students, and secondary vocational schools plan to enroll1kloc-0/00 students, so as to ensure that the proportion of junior high school graduates in the city reaches over 96%. From the fall of 20 15, ordinary senior high schools stopped enrolling students who chose schools.
Fourth, the junior high school graduation exam
(1) Sign up. The senior high school entrance examination registration is organized and implemented by Ban Zhao, and the counties (districts) Ban Zhao and junior high schools are specifically responsible for it. The registration of senior high school entrance examination is still connected with the database of candidates' registration and the database of graduates' status, which is implemented in accordance with the requirements of Huainan Admissions Office on the registration of 20 15 junior high school graduation examination. Candidates' registration qualifications, grades, comprehensive quality evaluation results and policy bonus items should be publicized in the school, and junior high schools are responsible for the accuracy of candidates' information and must not resort to deceit.
Candidates who have transferred from Fengtai County Economic Development Zone and Li Chong Hui Township to Li Chong Hui Middle School, Dashan Middle School and Private Dazhi Middle School in bagongshan district are still registered by schools in Fengtai County.
(2) volunteering. The time for volunteering is after the end of the senior high school entrance examination and before the results are announced. The "volunteer card" should be filled in by the candidate himself. No unit or individual may force or fill in the volunteers on behalf of students, and may not change the candidates' volunteers. Candidates' volunteer cards are filed for future reference after being signed and confirmed by themselves. All county and district recruitment offices and junior high schools have the obligation to truthfully publicize the voluntary reporting policy to candidates.
Ordinary high schools are divided into five groups: the first group volunteered to fill in the international classes of Huainan No.1 Middle School and Huainan No.2 Middle School in advance, the first group volunteered to fill in the provincial demonstration high schools Huainan No.1 Middle School, Huainan No.2 Middle School and Fengtai No.1 Middle School, the second group volunteered to fill in the provincial demonstration high schools Huainan No.3 Middle School, Huainan No.4 Middle School and Huainan No.5 Middle School, and the third group volunteered to fill in the same batch of city demonstration high schools Huainan No.9 Middle School, Huainan No.10 Middle School, Huainan No.13 Middle School, Huainan No.21 Middle School, Huainan No.26 Middle School and Huainan Admission is based on students' wishes, that is, if a batch of volunteers reported by candidates is not accepted, the next batch of volunteers will be accepted.

Candidates who participate in the international class enrollment of Huainan No.1 Middle School and Huainan No.2 Middle School must fill in the international class volunteer of one of the schools on the volunteer card. Candidates who participate in the enrollment of ordinary high school special students must fill in the volunteer school on the volunteer card in advance according to the pre-admission school. In case of inconsistency, the voluntary participation in the special student enrollment school shall prevail. Repeat students are not allowed to apply for provincial and municipal demonstration high schools. Candidates can fill in vocational school volunteers while filling in ordinary high school volunteers.
(3) examination. Junior high school graduation examination results are not only students' graduation results, but also the main basis for recruiting new students in senior high schools.
1. Examination subjects and scores.
(1) The propositional subjects of the provincial unified examination are: ideology and morality, Chinese, mathematics, English, history, physics and chemistry. Specific scores: Chinese 150, mathematics 150, English 150 (including listening test 30), ideological and moral history 150, physical chemistry 150. Chinese, English, mathematics, physics and chemistry are subject to closed-book examinations; Ideological and moral, history allows open-book exams, allowing textbooks and other related materials; Genuine student dictionaries are allowed to be used in Chinese exams; Calculators are not allowed in all subjects.
(2) The examination subjects and items organized by the whole city are: geography, biology, information technology, physical education, physics, chemistry and biological experiment operation.
Starting from this year, the grades of geography and biology of the eighth grade students (graduates of junior high school of grade 20 16) will be included in my total grade of senior high school entrance examination, with 15 respectively. The score of physical education examination is 50 points, and each student takes 3 tests. It is stipulated that boys run at 1000m and girls run at 800m m. The selected events are standing long jump, throwing solid ball, skipping rope 1 min, sit-ups 1 min, and basketball dribbling. Candidates can choose 2 items. Once selected, the selected project shall not be changed, and the moral education department of the Municipal Education Bureau shall be responsible for the implementation.
Physical chemistry and biology experiment operation score 15. During the examination, candidates randomly choose one of the subjects to take the examination, which is implemented by the municipal instrument station.

2. Examination time.

3. Exam proposition. 20 15 Anhui junior high school graduation examination continues to implement unified proposition, unified examination paper and unified time to organize the examination. The proposition of senior high school entrance examination continues to take into account the selective requirements of junior high school graduation level examination and high school education enrollment. On the basis of comprehensive examination of students' basic knowledge and skills, it attaches importance to examining students' ability to analyze and solve practical problems by using what they have learned, and embodies the basic requirements of curriculum standards for students' knowledge and skills, processes and methods, emotional attitudes and values. 4. marking papers. The marking of the senior high school entrance examination is organized by the municipal recruitment office and implemented by the municipal teaching and research office. This year, online marking will continue. The municipal teaching and research section shall submit the analysis of test papers, CD-ROM of senior high school entrance examination results and other related materials to the municipal leading group for enrollment and the provincial academy of educational sciences within one month after the end of the examination.
5. Presentation and application of test scores. The results are attached to the academic examination results in the form of results, and applied to school admission in high school. Implement the comprehensive quality evaluation system of junior high school graduates and comprehensively evaluate the development status of junior high school graduates. The scores of biology and geography exams are used as empirical materials for the dimension of "learning attitude and ability" in comprehensive quality evaluation. The scores of physical education, physics and chemistry students' experimental operation and information technology examination are included in the total score, and at the same time, they are used as empirical materials in the dimensions of "practice and innovation" and "sports and health" in the comprehensive quality evaluation. All junior high schools should register the evaluation results of graduates' comprehensive quality according to the registration order of the senior high school entrance examination, and report them to the municipal admissions office in time after publicity is correct.
(4) Policy care. In strict accordance with the relevant provisions of the Notice of Anhui Provincial Department of Education on Doing a Good Job in Graduation Examination for Junior High School and Enrollment for Senior High School on 20 15 (Anhui Education Office [2065438+05]13), those who meet multiple care policies will only enjoy one. Each junior high school is responsible for the preliminary examination of the materials, and after publicity, report to Ban Zhao County. After being audited by Ban Zhao County, the list of students and publicity materials will be reported to Ban Zhao City, and it can only be recognized after being audited by Ban Zhao City.

High school admission scores and admission lists are published in Huainan Education Network, admission school campus network and bulletin board, and junior high school respectively. After the admission of five batches, the recruitment plan of the schools that have not completed the enrollment plan will be announced by the Municipal Admissions Office, and the candidates who have not been admitted will fill in their volunteers at their schools and counties to participate in the second recruitment. The adjustment and supplementary recording shall be organized and implemented by the Municipal Admissions Office. Schools that have completed the enrollment plan and candidates who have been admitted are not allowed to participate in the transfer admission. Candidates below the minimum admission score of ordinary high schools are not allowed to declare their status as ordinary high schools.
(4) Admission method. According to the enrollment plan of each school, the willingness of candidates and the results of the senior high school entrance examination, students are admitted from high scores to low scores. If the results of the candidates corresponding to the last admission index are the same, the number of high-level candidates in five dimensions will be evaluated according to their comprehensive quality. If they are still the same, they will be selected according to the test order of unified proposition subjects in the province from high to low.
(5) Self-enrollment. Independent enrollment includes international classes and special student enrollment approved by provincial and municipal education authorities (including innovative education classes in Huainan No.1 Middle School and Huainan No.2 Middle School). (6) Index allocation. Continue to implement the enrollment method of allocating some enrollment indicators of provincial demonstration high schools to junior high schools. Provincial model high schools (if special students are recruited, they should be recruited on the basis of special students) will take 80% of the enrollment plan as the allocation index (referred to as the 80% index) and allocate it to junior high schools in designated areas according to the number of students enrolled in the seventh grade. Candidates who have actually studied in the junior high school where their student status is located for three years can enjoy the qualification of provincial demonstration high school allocation indicators. Graduates who register at social registration points can enjoy the allocation policy of provincial model high schools with registration points as the unit. 80% of the allocation indicators of Huainan No.1 Middle School and Huainan No.2 Middle School in provincial demonstration high schools are allocated to junior high schools in designated areas as basic indicators, and 20% are allocated to junior high schools with provincial and municipal characteristics in designated areas as incentive indicators. Junior high schools with higher passing rate of senior high school entrance examination last year and moral education demonstration schools this year (if there are duplicates, only one of them will be enjoyed); The reward indicators of Fengtai No.1 Middle School are allocated according to the scheme reported by Fengtai County Education Bureau. Candidates who enjoy the allocation index shall not be lower than the control line of the allocation index of demonstration high schools in each province. Before formal admission, draw a control line, arrange the volunteer candidates from high to low according to the number of enrollment plans of model high schools in each province, and the last candidate's score drops by 30 points as the control line for the distribution of model high schools in each province.

Each junior high school should publicize the admission list of provincial model high school allocation indicators.
(7) Preferential care for ethnic junior high schools. Provincial model high schools within the jurisdiction of ethnic junior high schools, in the enrollment plan, select 4 students from minority candidates who have reached the admission score of ordinary high schools but have not reached the admission score of provincial model high schools.
The policy of taking care of minority candidates in Li Chong Huimin Middle School, Hui Township, Li Chong, Fengtai County remains unchanged. Fengtai No.1 Middle School still selects four students from the minority candidates of Li Chong Huimin Middle School in its enrollment plan who have reached the admission score of ordinary high schools but failed to reach the admission score of provincial model high schools.

(9) Private ordinary high school enrollment. City Education Bureau unified management of private ordinary high school enrollment, the enrollment plan issued and approved by the Municipal Education Bureau. Only under the premise of not completing the enrollment plan can cross-city enrollment be carried out, and it must be approved by the Municipal Education Bureau and the Municipal Education Bureau where the students are located, and unregistered candidates who did not take the senior high school entrance examination may not be admitted by themselves.
(10) Enrollment of Huainan Sports School. Huainan Sports School enrolls students for the whole city, and the enrollment targets are junior high school sports special students, ordinary high schools and secondary vocational sports special students in compulsory education stage.
Sixth, vocational school enrollment.
The Municipal Education Bureau issued guidance plans and diversion indicators for the enrollment of secondary vocational schools for all kinds of middle schools in the city, and took the completion of indicators as an important part of assessing the level of running junior high schools and creating characteristic schools.

(3) The enrollment of vocational secondary schools is subject to "five liberalization", that is, the enrollment plan, age and grade, entrance examination restrictions, enrollment time restrictions and geographical restrictions are liberalized.
(4) Admission to ordinary high schools and secondary vocational schools. (5) Vocational schools can set up counterpart education classes according to the actual situation of running schools, so as to transport high-quality students for application-oriented undergraduate colleges; Encourage secondary vocational schools to enroll students independently and cooperate in running schools, especially the cooperation between secondary vocational schools and weak schools.
(six) secondary vocational schools can enroll new high school graduates without examination. After admission to a vocational school, formal professional education will be conducted for two to three semesters according to the major. After passing the examination, the secondary vocational school diploma will be issued, and the vocational school will be responsible for recommending employment.
(7) Vocational schools should do a good job in recruiting junior high school graduates in view of the decreasing number of junior high school graduates, and at the same time do everything possible to broaden the enrollment channels, including previous junior high school graduates, graduates who did not enter high school, urban and rural laborers, retired soldiers, etc. Incorporate them into the enrollment plan and guide them to receive secondary vocational education.
Seven, strengthen the leadership and management of the entrance examination.
(1) Strengthen organizational leadership. The Municipal Education Bureau set up a leading group for enrollment to lead the city's enrollment work in a unified way. The office under the leading group is responsible for enrollment work, and all responsible departments do related work according to the division of responsibilities. Counties, districts and middle schools should conscientiously implement the spirit of the relevant documents of the Provincial Department of Education and the Municipal Education Bureau, further strengthen the overall coordination of enrollment work, attach great importance to important links such as registration, voluntary reporting, examination, marking, admission and registration, carefully organize, strengthen management and operate cautiously. Admissions departments and test sites at all levels should standardize the examination organization procedures, pay close attention to the examination style and discipline, resolutely put an end to fraud, and ensure the smooth progress of the 20 15 enrollment work in our city.
(2) increase publicity. Admissions departments at all levels, enrollment schools, junior high schools and test sites should effectively strengthen the publicity of enrollment work and publicize the 20 15 senior high school entrance examination policy to the society through various means. The Municipal Admissions Office will distribute several important time nodes such as registration, examination, volunteering, admission and registration, as well as the policies of the senior high school entrance examination, especially the new policy changes this year, to every candidate in the form of "A Letter to Parents". The "Receipt" signed by the candidates and their parents shall be submitted to junior high schools for filing, and each junior high school shall inform each candidate and their parents of the enrollment policy.
(3) Further standardize the enrollment order. It is necessary to further standardize the enrollment behavior, purify the enrollment environment, resolutely put an end to illegal enrollment, and earnestly safeguard the educational image. It is strictly forbidden to fill in the volunteers against the wishes of students, not to take any unfair means to compete for students, not to exaggerate publicity, not to enroll students in violation of regulations, not to enroll candidates who have been admitted to other schools, and not to enroll students with compensation. No school is allowed to lower the admission scores and enroll students beyond the plan without authorization, and ordinary high school students who lower the admission scores and enroll students beyond the plan without authorization are not allowed to establish an ordinary high school student status. It is forbidden for ordinary high school students to borrow books in the same city (including county). All junior high schools should track the progress of junior high school graduates, and report the information of students who have entered the high school stage to the county (district) Education Bureau before the end of September, and all counties and districts should report to the Municipal Education Bureau for the record.
(4) Further standardize the teaching behavior. All junior high schools should maintain the normal teaching order of graduation grades. It is strictly forbidden to end graduation grade courses ahead of schedule, cut off non-examination content, refuse students to take the senior high school entrance examination or let them leave school ahead of schedule for any reason, and it is strictly forbidden to make up and print review materials indiscriminately, which will increase students' academic burden. All junior high schools are not allowed to organize students to take registration exams in other places, and it is strictly forbidden for foreign high schools to enter schools to publicize or distribute promotional materials. It is strictly forbidden to hold entrance training classes and organize entrance examinations and other arbitrary charges, and it is strictly forbidden for teachers to make up tuition fees by means of paid make-up classes or organizing collective make-up classes. One-sided, distorted and other improper propaganda is strictly prohibited, and it is strictly forbidden to unilaterally expand the results of the senior high school entrance examination by hanging banners and posting good news.
(5) Strengthen supervision and inspection. The principal is the first responsible person in the school enrollment work. During the enrollment period, before and after the start of school, the Municipal Education Bureau will, together with the discipline inspection and supervision departments and the news media, make unannounced visits and intensify supervision and investigation. Once verified, illegal enrollment behaviors such as exaggerating propaganda, false propaganda, forcing or misleading candidates to fill in their volunteers, tampering with candidates' volunteers, enrolling students in advance without authorization, enrolling candidates who have been admitted to other schools, enrolling students with fees, and charging fees illegally will be considered according to their seriousness and influence. For the person in charge of the illegal school, such punishment measures as interviewing, informing the illegal behavior, ordering the school to strengthen management, rectifying within a time limit, reducing or canceling the enrollment plan and distribution index of the school next year, determining that the annual assessment of the illegal enrollment school is unqualified, and canceling the qualifications of the illegal enrollment school and the school leadership team, etc., causing serious consequences, the relevant person in charge shall be given disciplinary sanctions; Those who violate laws and regulations and constitute a crime shall be transferred to judicial organs for handling.
