To prevent juvenile delinquency, we should combine education with protection of minors, adhere to prevention first and early intervention, and timely prevent, intervene and correct juvenile bad behaviors and serious bad behaviors at different levels.
Article 6 of the Law of People's Republic of China (PRC) on the Prevention of Juvenile Delinquency stipulates that the prevention of juvenile delinquency shall be comprehensively managed by people's governments at all levels. The state strengthens the construction of special schools and provides special education for minors with serious bad behavior. Special education is an integral part of the national education system and an important protective measure for educating and correcting minors with serious bad behavior.
Article 24 of the Law on the Prevention of Juvenile Delinquency stipulates that:
Educational administrative departments and schools shall hold various lectures, seminars, training and other activities, introduce good and effective educational methods according to the physiological and psychological characteristics of minors in different periods, and guide teachers, parents and other guardians of minors to effectively prevent and correct their bad behaviors.
This is manifested in the handling of juvenile offenders, which requires that they must be distinguished from adults, and the principle of "education, probation and salvation" should be fully embodied in all aspects of investigation, prosecution, trial, enforcement of compulsory measures and educational reform, and the principle of giving priority to education and supplementing punishment should be implemented.
