In order to conscientiously implement the spirit of the document "Notice on Arranging Newly Recruited Civil Servants and Outstanding Young Cadres in Provincial Comprehensive Departments to Exercise at the Grassroots and Provincial" Two Offices "Letters and Calls Bureau" (Yun Rentong [2005] No.8) issued by the Organization Department of Yunnan Provincial Committee of the Communist Party of China and the Personnel Department of Yunnan Province, combined with the actual situation in Lincang, the "Implementation Measures for Newly Recruited Civil Servants and Newly Recruited Personnel in Institutions in lincang to Exercise at the Grassroots" was formulated. The "Measures" were approved by Lincang Municipal Party Committee and Municipal People's Government and issued by the Organization Department of Lincang Municipal Party Committee and lincang Personnel Bureau. The "Measures" stipulate that since 2005, newly recruited civil servants at the city and county (district) levels and newly recruited staff from college graduates will be sent for a one-year basic training. The "Measures" require that, in principle, all newly hired (hired) personnel should be arranged to exercise in March every year, except for those who started to exercise in August 2006. The location of the scheduling exercise should be arranged in the construction site of the "Three Villages" project in combination with the new rural construction. One way is to eat and live in the village Committee, and the other is to eat and live in farmers; The working method is to contact and help five farmers, participate in relevant work in the village, and participate in farmers' productive labor.

The "Measures" clarified the work objectives and tasks during the exercise: First, we should experience the hardships of grassroots life and cultivate feelings for the peasant masses; Second, go deep into the reality and the masses, conduct extensive investigations and studies, and understand social conditions and public opinion; Third, it is necessary to assist the village (office) to further clarify the thinking of economic and social development, and scientifically and reasonably do a good job in the village's industrial development planning, village appearance improvement planning, social undertakings development and service guarantee planning; Fourth, seriously publicize the party's line, principles and policies, extensively collect and listen to people's feelings and public opinions, actively coordinate and help the masses plan development ideas, and explore effective ways to solve difficulties; Fifth, do our best to help farmers do practical things and do good things, and help farmers get rid of poverty and become rich. Secondly, the "Measures" also made clear provisions and requirements on the management, assessment and use, organization and leadership of dispatched training cadres.
