To apply for studying abroad at one's own expense, all financial guarantees notarized by foreign relatives and friends or notarized by domestic relatives must be submitted. Three, at their own expense to study abroad, go to college or study abroad for graduate students, the age shall not exceed 35 years old; Those who go abroad for further study should not be over 45 years old, and should choose the major needed for national construction. Four, to apply for studying abroad at their own expense, you must hold a high school or university diploma, or the equivalent certificate issued by the school. If it is necessary to provide transcripts and physical examination forms to the countries where you go, the relevant units should assist in handling them. Five, in order to ensure the completion of the national talent training plan, undergraduate students, junior college students and graduate students (including in-service graduate students) in institutions of higher learning (including scientific research institutions) are not allowed to study abroad at their own expense; Graduates of institutions of higher learning must obey the unified distribution of the state. After working for two years, with the approval of the organization, you can contact the outside world and study abroad at your own expense.

Children, brothers and sisters and their spouses (including spouses) of overseas Chinese, compatriots from Hong Kong and Macao, overseas Chinese and returned overseas Chinese who have the conditions to study abroad at their own expense in China and the Mainland may not be restricted from studying abroad at their own expense and working for two years after graduation from institutions of higher learning. Students who want to keep their school status can keep their school status for one year. Six, for those who apply for studying abroad at their own expense, the unit must conduct strict political review. Anyone who is found to be reactionary in political thought or bad in moral quality and has violated laws and regulations is not allowed to study abroad.

Applicants who study abroad at their own expense, as long as they meet the above conditions, should be examined and approved in the following ways.

1. New high school graduates can apply for their schools. After the certificate is issued by the school, the county public security bureau (or the municipal public security bureau) where the household registration is located shall report it to the provincial, municipal and autonomous regional public security departments for examination and approval.

2. On-the-job employees (including collectively-owned employees) may apply to their units. After the unit signs the opinion, it shall be reported to the competent department at the regional level for examination and approval, and the public security department of the province, city and autonomous region where the account is located shall examine and approve the certification.

Social youth and rural members can apply to the county public security bureau (or municipal public security bureau) where their household registration is located, and the local public security department will report to the provincial, municipal and autonomous regional public security departments for examination and approval.

After obtaining the passport and exit visa issued by the public security department, students studying abroad at their own expense may entrust the visa agency of China travel agency or apply for an entry visa in foreign embassies and consulates in China. 7. All expenses for studying abroad at one's own expense, including clothing, food, accommodation, tuition, medical expenses, round-trip travel expenses, etc. All of them are borne by themselves. If you need to use foreign exchange when traveling abroad, you can apply to the Bank of China for exchange with the exit certificate of the public security department and the entry visa of the country you are going to. Eight, at their own expense to study abroad on-the-job workers, shall not resign; Wages will be stopped from the next month after leaving the country, and the length of service will not be calculated during the study abroad; After returning to work, the length of service shall be calculated together with the original working years. Nine, in order to facilitate the Ministry of Education to inform our embassies and consulates abroad to manage students studying abroad at their own expense, the public security departments of all provinces, municipalities and autonomous regions should let me fill in the registration form of students studying abroad at their own expense when issuing visas, and the public security department that issued the documents should submit it to the Ministry of Education for the record in the first month of each quarter (in duplicate). Ten, students studying abroad at their own expense before going abroad, all units should conscientiously do a good job in political and ideological work, encourage them to study hard, and serve the socialist construction of the motherland after returning home. After going abroad, the original unit should continue to keep in touch with them and care for their families. Eleven, students studying abroad at their own expense, must report to our embassy (consulate) in person or in writing within one month, accept the leadership, so that the embassy (consulate) should strengthen their management and education, and care about their political thought, business study and life. Twelve, at their own expense to study abroad after returning home, the number of items they bring into the country, with the proof of studying abroad, according to the provisions of the customs and the selected places to study abroad. Thirteen, after returning from studying abroad at their own expense, the state recognizes their academic qualifications and degrees abroad. Their jobs were hired by the personnel departments of the provinces, municipalities and autonomous regions (or departments in the State Council) where I worked before going abroad, and they were responsible for arranging the work. Personnel who need to be arranged across regions and departments shall be uniformly distributed by the Ministry of Labor and Personnel. Wages and salaries shall be handled in accordance with the relevant provisions of overseas students at public expense. Fourteen, teaching, science and technology, business backbone (such as: assistant researchers, lecturers, engineers, attending doctors, outstanding athletes, literary and artistic backbone, government work and business backbone, etc.). ) and graduate students who go to foreign institutions of higher learning or scientific research institutions for further study and doctoral degrees do not belong to the scope of studying abroad at their own expense. Among these personnel, those who apply for studying abroad in accordance with the requirements of Articles 1 and 2 of these Provisions must be approved by their work units in advance before they can contact with the outside world. After obtaining all the funds for studying abroad, it shall be handled in accordance with the relevant measures of the Ministry of Education for selecting overseas students.

Military system personnel who request to study abroad at their own expense shall be handled in accordance with the relevant provisions of the General Political Department.
