It is understood that the practice in Huangdao District is mainly reflected in three aspects. First, improve the "three mechanisms" and strengthen government leadership. The second is to improve the input incentive mechanism, give full play to the incentive leverage of input, and establish the reward system of "standardized kindergarten construction" and "kindergarten quality improvement" in the whole region to realize the rapid and efficient operation of preschool education. The third is to establish a linkage assessment mechanism, establish a three-year action plan joint meeting system led by the government and attended by district finance, personnel, education, health and other departments, and hold regular meetings to study and solve problems in the promotion of preschool education. This year, in order to fully promote the development of pre-school education, the district government started the establishment of pre-school education demonstration towns (streets) in the whole region, and the district government included the establishment in the annual assessment of towns (streets), which effectively promoted the rapid development of pre-school education.
Secondly, implement the "three advances" and expand high-quality resources. The first is to promote the construction of kindergartens at the district, street and village levels.
