Three kinds of instructions
There are three types of instruction requests, which are described in detail as follows.

1. Request for instructions and approval: this kind of request is generally that the competent business department puts forward a solution to a certain problem, requests the approval of the higher authorities, and approves it for implementation in various places. For example, in March of 1985, the Ministry of Civil Affairs, the State Economic and Trade Commission, the Ministry of Finance, the Agricultural Bank of China, the Ministry of Agriculture, Animal Husbandry and Fisheries, the Ministry of Commerce, the State Materials Bureau, the Ministry of Labor and Personnel, and the Ministry of Education "asked for instructions on supporting poor rural households to develop production and become rich".

The article points out that due to the lack of labor and funds, about 9% of farmers are still not out of poverty. How to help these farmers develop production and embark on the road of prosperity is an important task. On this issue, the instructions put forward eight specific opinions on "reducing the burden on poor households and giving preferential treatment". Later, the State Council approved this request, and the problem began to be solved.

2. Request for approval: This is to request a solution (method) to be approved by the higher authorities, or to obtain legal basis, or to complete the necessary means. For example, the Sichuan Provincial People's Government's "Request for Instructions on Revoking the Establishment of Emei City in Emei County" and the Ministry of Education, the State Planning Commission, the State Economic Commission, the Ministry of Labor and Personnel, and the Ministry of Finance's "Request for Instructions on Establishing a Management Cadre College" and so on. This kind of request is widely used and frequently used, and can be seen everywhere in official activities.

3. Ask for a reply: This often requires a clear and specific explanation of policy boundaries or some difficult issues. For example, a company's "Request for Instructions" and "Request for Instructions on the Use of Letters" requires an answer: Our company is located in Luzhou City and belongs to Chongqing Company. Many things must be reported to the local administrative departments for industry and commerce, public security, air traffic control and so on for approval before they can be handled.

For this reason, the use of "letter about requesting approval of xxx" is often not accepted by the recipient, on the grounds that "since it is a letter, you can reply or not". In order to do things well, we have to use "asking for instructions" instead, and many recipients have lower levels than us. Does this violate the writing rule that "organs without affiliation need not issue documents for instructions" stipulated in the Measures for Handling Official Documents of State Administrative Organs?
