At present, there is not a university directly under the Ministry of Education in Henan Province, not even Zhengzhou University, which was selected for the 2 1 1 project, so don't expect the Ministry of Education to give Henan universities much money. Zhengzhou University is the only university in Henan Province. Because it is a 2 1 1 project, the state will give some financial support. Other universities have to apply for projects themselves to get funds.
