1. Art education plays an important role in improving students' aesthetic quality, enriching spiritual world, developing thinking in images, stimulating innovative consciousness and promoting the healthy growth of teenagers. Strengthening art education in primary and secondary schools is an inevitable requirement for comprehensively implementing the educational policy and quality education. Local education administrative departments at all levels and primary and secondary schools should further improve their understanding of the importance of school art education and effectively put art education in its due position.
2. Art education in primary and secondary schools should focus on improving the quality of education and teaching in an all-round way, focusing on rural schools to achieve balanced regional development. Adhere to the principle of educational fairness, so that every student can be the beneficiary of art education. We should adhere to the correct direction of educating people, integrate the socialist core value system into vivid and rich art education activities, internalize it into students' conscious spiritual pursuit, and help students form correct values and aesthetics; Through art education, students can be nourished by the excellent culture and art of the Chinese nation and all ethnic groups in the world, cultivate deep national feelings and lay the foundation for building a common spiritual home for the Chinese nation.
Second, strictly implement the curriculum plan and improve the teaching quality of art education.
3. Starting all art courses is the premise to ensure the quality of art education. According to the experimental scheme of compulsory education curriculum, art courses in the nine-year compulsory education stage account for 9% of the total class hours-11%(the total class hours are 857- 1047). The provincial education administrative department shall set up art courses in accordance with the above provisions when formulating the local curriculum implementation plan, and the total class hours shall not be lower than the lower limit stipulated in the national curriculum plan. Schools with better conditions offer art courses according to 1 1% of the total class hours in the nine-year compulsory education stage, and other schools offer art courses not less than 9% of the total class hours; Among them, the starting time of art courses in junior high school is not less than 20% of the total class hours of art courses. In accordance with the provisions of "Ordinary Senior High School Curriculum Plan (Experiment)", ordinary senior high schools guarantee 6 credits (equivalent to 108 class hours) for compulsory art courses. Non-art secondary vocational school art required course is not less than 72 hours. Conditional areas and schools should offer rich art elective courses for students to study selectively.
4. Art courses in primary and secondary schools should implement the curriculum standards promulgated by the state, select relevant textbooks recognized by the state, and strengthen the testing of teaching quality. We should actively explore the reform of art curriculum evaluation, and record the evaluation results in students' growth files as an important content of comprehensive evaluation of students' development and a reference for students' graduation and further study.
It is necessary to strengthen art education, teaching and research. Provinces, cities (prefectures) and counties (districts) should fully rely on local teaching and research institutions and equip full-time (part-time) teaching and research personnel in music and fine arts disciplines through multiple channels. All localities should rely on schools with good conditions to establish art teaching and research bases and organize art teaching and research activities regularly.
Third, carry out extracurricular art activities and create a good campus cultural and artistic environment.
6. Carry out extracurricular art activities according to local conditions and pay attention to practical results. Small, flexible and diverse artistic activities should be vigorously carried out, and schools in ethnic minority areas should actively carry out extracurricular artistic activities with ethnic minority characteristics. The education administrative departments at the provincial, city and county levels should actively create conditions to hold art festivals for primary and secondary school students regularly, and the school should hold colorful campus art festivals every year.
7. Strengthen the management of art activities. No department or school may organize students to participate in commercial art activities or commercial celebrations, or organize students to participate in profit-making art competitions organized by enterprises, media or other social organizations. Schools shall not organize students to participate in social art level examination activities, and the results of social art level examination shall not be used as the basis for students to reward or enter higher schools.
8. To hold group art activities, it is necessary to clarify the functional departments and responsible persons of safety management, establish a safety responsibility system, formulate emergency response plans, strengthen safety management, and ensure the personal safety of primary and secondary school students. There must be no cultural phenomenon on campus that runs counter to quality education and is not conducive to the healthy growth of young children.
Fourth, strengthen team building and improve the level of art education teachers.
9. All localities should be equipped with art teachers according to the provisions of the national curriculum plan. Cities and qualified counties, towns (townships) schools should give priority to full-time art teachers, rural schools can combine full-time and part-time, and schools above primary school in the town (township) center should be equipped with at least 1 full-time music and art teachers; Ordinary high schools and secondary vocational schools should be equipped with full-time art teachers according to the prescribed class hours and teaching needs.
Part-time art teachers are part-time teachers from other disciplines with certain artistic foundation or artistic expertise. The training and appointment system of part-time art teachers should be gradually implemented, and the team of part-time art teachers should remain relatively stable.
10. All localities should establish an incentive mechanism and formulate relevant policies to support and encourage art teachers in urban schools, young and middle-aged art teachers and backbone art teachers to teach in rural schools. We can take various forms, such as "walking teaching", "supporting teaching", "roving teaching", "mobile teaching", "fixed contact" and "counterpart counseling", to solve the problem of shortage of art teachers and low teaching quality in rural schools.

In accordance with the relevant provisions, we should check the standards of art education facilities, equipment and equipment in local schools, timely check for missing parts, supplement relevant equipment and equipment, and actively create conditions to configure music/art classrooms in combination with the renovation and expansion project of school buildings. Schools should make good use of art classrooms and related equipment to improve the efficiency of use. Under the planning and coordination of the local government, the county-level education administrative departments should incorporate art education into related projects, promote the balanced development of compulsory education, and effectively improve the teaching conditions of art education.
13. All localities should make full use of modern information technology to alleviate the shortage of art education resources in primary and secondary schools, especially in rural schools. Schools should provide convenient conditions according to the needs of classroom teaching and extracurricular activities, support, encourage and guide art teachers to make good use of multimedia equipment such as teaching CDs, make good use of rural distance education network resources, and constantly enrich online art education resources according to local conditions.
14. All localities should make full use of local and community art education resources and rely on the relevant policies of free or preferential opening of social and cultural places to enrich the content and form of school art education. Encourage and support the development of art education resources with local characteristics.
Sixth, strengthen management and improve the guarantee mechanism of art education.
