Juvenile detention center is one of the reform-through-labour institutions in China, which is directly under the jurisdiction of the judicial organs of all provinces, municipalities and autonomous regions. In addition to setting up prisons and reform-through-labour teams, functional institutions should also set up necessary teaching and research institutions and be equipped with teachers. The competent department of a prison is the Prison Administration, and the highest administrative department is the Ministry of Justice.
