Free normal students refer to students who are eligible to receive free normal education after applying for one of the six normal universities directly under the Ministry of Education (Beijing Normal University, East China Normal University, Northeast Normal University, Huazhong Normal University, Shaanxi Normal University and Southwest University).

This policy has been implemented since 2007. In 20 13, Jiangxi Normal University, a new normal college jointly established by the province and the Ministry, was established to train free normal students.

20 15: The provinces and departments jointly build new normal colleges, build Fujian Normal University, a key high-level university in Fujian Province, and train free normal students.

In 2020, new provinces and departments will jointly build normal universities, and Gansu Province will focus on building a high-level university, Northwest Normal University, to train free normal students.

From 2065438 to March 2008, the Action Plan for Revitalizing Teacher Education (20 18-2022) issued by the Ministry of Education and other five departments proposed to improve and perfect the policy of free education for students in normal universities directly under the Ministry of Education, change the name of "free normal students" to "free normal students" and adjust the teaching service period to six years. On August 10, the relevant person in charge of the Ministry of Education said that the Implementation Measures for Free Education of Students in Normal Universities Directly under the Ministry of Education systematically and comprehensively stipulated the free education policy for students in Normal Universities directly under the Ministry of Education, and adjusted the "free education policy for students in Normal universities" to "free education policy for students in Normal universities".
