According to the practice of Loongson industrialization in the past two years, under the strategic guidance of encircling cities from rural areas, we have gradually formed the following tactical methods.

The first is basic tactics. So far, the main R&D and industrialization expenses of Loongson are supported by government funds. Without the continuous guarantee of state funds, we should gradually get rid of dependence on government funds, and strive to determine several competitive markets of Loongson and establish several solid industrial bases within one or two years. And through the construction of industrial base areas, it has made certain profits, expanded the influence of Loongson, and made Loongson become a force to be reckoned with in the market. According to the marketing situation of Loongson in the past two years, there are several applications of Loongson Yili. ① The application involving national security requires high autonomy, and it is the most competitive field of Loongson. Through continuous efforts in the past few years, we have made a breakthrough in this respect, and the products based on Loongson have been gradually applied and started to make profits. Two years ago, due to the serious disconnect between the research and application of Godson, downstream customers could not find Godson, and we often fell into the dilemma of playing the roles of Intel, Microsoft and Lenovo at the same time. In view of the situation at that time, two years ago, we put forward the slogan "Let downstream customers find Godson". The backbone of the research group has successively set up R&D Center and Loongson Technical Service Center of Loongson Industrialization Base in Changshu, Jiangsu Province to do the basic work of Loongson industrialization. These tasks include the establishment of development system, the improvement of tool chain, the compilation of user manual, the construction of website and the construction of service team. In two years' work, we have learned to adapt to these seemingly complicated basic work without core technology, so that downstream enterprises can find Godson and make good use of it. After two years' efforts, we basically realized that when Loongson downstream enterprises want to use Loongson processor or IP to develop their own products, we can provide a complete design and development package including software and hardware platforms and manuals, and users can completely solve their own design problems according to the design and development package; Users can get timely and thoughtful service when they encounter problems in product development; Even users can start designing by visiting Loongson's website. At present, more than a dozen enterprises have developed their own products by using Loongson chips in the above way, which shows that our working ideas in the past two years are correct and our work in these two years is fruitful.

Through two years of practice, we have more clearly defined the thinking of Loongson industrialization, that is, "hold the core and base ourselves on the source;" Improve the environment and cultivate leaders. "Computing is mainly responsible for basic research and research and development of common key technologies. As the window of Loongson industrialization, the Loongson core company under Computing is mainly responsible for achievement transformation, technology transfer and technical services. With this as the core, the industrial environment will be improved through industrial base construction (such as Changshu Menglan Loongson Industrial Base), technology transfer or authorization (such as authorization to stmicroelectronics), and a large number of chip or system leading enterprises facing different applications will be radiated, forming an industrial pattern of "one source and many leading enterprises". We should have such determination and mind: after years of efforts, Computing and its subordinate Loongson core company only deal in the source code part, and the annual sales are not very high, but the total sales created by leading downstream enterprises are hundreds of billions or hundreds of billions.

At the same time, we should also realize that the domestic industrial environment is quite special. In specific operations, especially in the initial stage, if we only stick to the source and do not pay attention to the construction of the industrial chain, it will be difficult to drive downstream enterprises. Therefore, for some applications (such as desktop applications), it is necessary to do some pilot and demonstration applications, and then gradually withdraw from some links in the industrial chain after downstream enterprises can participate. At present, we have carried out demonstration and application work through Jiangsu Menglan Godson Industrialization Base, and achieved good results.

The third is the spark tactics. Unite all forces that can be United to participate in the application and promotion of Loongson.

It should be recognized that domestic backbone computer enterprises (such as Lenovo) are very constrained by CPU suppliers like Intel or AMD, and generally dare not offend Intel and AMD. Therefore, don't have too many illusions about these enterprises at first.

We should unite some small and medium-sized enterprises first. After two years' practice of Loongson industrialization, we found that in the embedded field, Loongson's MIPS architecture has a good foundation, coupled with the advantages of Loongson's high performance and low power consumption in this field, so Loongson has great advantages in popularization and application in this field. In the desktop field, in addition to the backbone enterprises like Lenovo, there are many small and medium-sized enterprises facing specific regions and industries all over China. These enterprises have survived for a long time under the pressure of big enterprises like Lenovo, and generally they can get some support from the local government and have relatively stable channels. Because it is oriented to specific applications (such as education), it has accumulated a certain amount of application software. In contrast, they are more willing to change the existing pattern and welcome Godson. Recently, we have cooperated with such enterprises in several provinces to help them design solutions, transplant application software, and even help them obtain government funds and procurement support by using Loongson, so that these small and medium-sized enterprises cooperating with Loongson can replace traditional large enterprises in specific application fields in specific regions and become leading enterprises in this field. If the current desktop backbone enterprises are compared to tigers, then these small and medium-sized enterprises are like wolves. We train several such wolves every year to defeat the local forces of tigers. After several years of hard work, it will become a prairie fire in the whole country, making Loongson a force to be reckoned with in the market, becoming the normal state of the market, and gradually changing the rules of the market and the ecological environment of Loongson. In this way, backbone computer enterprises will gradually recognize Loongson and become users of Loongson.

It is also necessary to unite with other domestic and foreign enterprises that oppose the current market monopoly pattern. Even in the United States, there are many large enterprises (such as IBM, SUN, etc. ) dissatisfied with the current monopoly situation, they hope to change the status quo. Some of these enterprises actively cooperate with Loongson, hoping to break the current monopoly with Loongson. For them, Godson is a force that can be United; For us, they are also a United force. At present, our cooperation in this field has also made a lot of progress.

If possible, we should vigorously strengthen the joint construction with Loongson Laboratory in colleges and universities, and compile related graduate students and college building textbooks and experimental textbooks based on Loongson software and hardware structure. Loongson holds high the banner of independent innovation, which has advantages in promoting in colleges and universities and is easy to resonate with young students. Fundamentally speaking, to eradicate the "hollow disease" of China's information industry, we should start with education.

3. Take the road of sustainable scientific development

After six years of development from scratch, Godson has gone through a vigorous entrepreneurial stage and is facing a turning point. After this turning point, it has entered a stage of sustained, stable and rapid development; If this turning point is not good, it will gradually move towards recession.

There are two key factors that determine whether Godson can achieve sustainable development. One is whether we can get through the channels of basic research, scientific and technological research, engineering and industrialization, and establish an innovative mechanism combining Industry-University-Research. Second, can we get rid of the dependence on individual leaders formed in the process of starting a business, and establish innovative ability that can ensure the long-term success of our cause from two complementary aspects: organizational system and ideological style.

(1) Establish an innovative mechanism combining Industry-University-Research. The National Science and Technology Conference proposed to establish an innovation system with enterprises as the main body, market as the guidance and Industry-University-Research as the combination, which is a summary of China's experience for decades, especially the lessons. Loongson should consciously be incorporated into the national innovation system, not only should we fully understand the main position of innovation of enterprises, but also make full use of the advantages of high scientific research level of national scientific research institutes and take a road of sustainable development combining Industry-University-Research. On the one hand, we should see that even a company like Lenovo or Huawei can hardly establish a research institution like IBM's Watson Lab within a few decades. On the other hand, we should see that national research institutes like Computing will lose their living space sooner or later if they are only satisfied with applying for funds and publishing papers (and perhaps cultivating talents). Only by standing at the height of national strategy and making contributions to national security and economy and society is the fundamental way out. Director Li Guojie often says that if the Chinese Academy of Sciences decides to cancel the calculation, will someone stand up against it, thinking that without the calculation, the equipment we developed will lack core components, or our enterprises will lack core technologies, as the only criterion to measure whether the calculation needs to exist?

Judging from the development of Loongson, if Loongson is not based on making contributions to the economy, society and national security, but just keeps applying for projects to complete scientific research tasks, which proves that we have this ability, Loongson will lose its living space sooner or later, and the state will not support this kind of research. On the other hand, if Loongson is not backed by a state-level scientific research institution like Computing and operates in full accordance with the market mechanism, even if the core technology accumulated by Loongson is enough for us to eat in the market for five years, it is unlikely that any start-up companies will invest in R&D during this period, then our technology will still be outdated after five years. Therefore, as a research institution, the main task of computing is to do academic research, and industrialization is not our focus; Or it is wrong to think that Loongson has accumulated enough after years of development, and the computing system is not conducive to Loongson industrialization, so it is necessary to transfer the main body of Loongson to enterprises as soon as possible. Both of these views are reasonable, but they are minor truths, and minor truths should be subordinated to major truths.

The fundamental way out for Loongson is to work hard on the last sentence of "taking enterprises as the main body, taking the market as the guidance and combining Industry-University-Research". The key to realize the combination of Industry-University-Research is to overcome the problem of "two skins" of scientific research and industrialization. At present, the backbone personnel of Loongson industrialization are all trained by the research group. This problem is not very serious, but we should fully consider the future situation. According to the practice of participating in Loongson industrialization in recent two years, to solve the problem of "two skins" of scientific research and industrialization, the following "three links" should be done well. The first is that researchers and industrialists should have the same idea, that is, no matter in the research group or in the company, everyone should have the same core idea; The second is that the interests should be connected, that is, the team members and the company can jointly benefit from industrialization; The third is technology, that is, the market demand can be reflected to the research group in time, and the results of the research group can be delivered to the company in time. On the basis of the above-mentioned "three links", we will connect emotionally to ensure that everyone can tolerate each other in the case of differences of opinion and ensure the organic integration of Industry-University-Research. Under the current circumstances, it is still the best way to maintain the above-mentioned "three links" by continuously transporting the talents trained by the research group to downstream companies.

In the process of leading industrialization, influenced by years of research habits, researchers often deviate from market orientation and are consciously or unconsciously guided by technology. (2) Establish an innovative organization with a soul. Just as the "gun barrel" is the guarantee of political power, the ability of independent innovation is the guarantee of Loongson's sustainable development, and an innovative and fighting team is the core of Loongson's independent innovation ability.

We should fully realize that although one or two charismatic leaders can play an important role in the rapid development of the team in the early stage, the excessive dependence of the team on charismatic leaders will damage the long-term development of the team. Therefore, we should take precautions, vigorously strengthen the organizational construction of the team, improve the project management ability, and gradually get rid of the dependence on individuals; It is necessary to straighten out the relationship between basic research, technical research and industrialization personnel, so that they can coexist harmoniously and form a joint force; It is necessary to improve the performance appraisal system with clear rewards and punishments and give full play to the enthusiasm of each player.

Teams are like people, and a good organizational structure is like a human body, which needs to be endowed with a soul. Ideal and style construction are the soul of Loongson research group. Strengthening the construction of ideal and work style and shaping the research group into a team with soul is a magic weapon for Loongson's development in the past six years. We should continue to strengthen the ideal of information serving the people, continue to cultivate and carry forward the sense of responsibility and dedication of scientific researchers, and continue to cultivate a serious and realistic work style. We must continue to adhere to the mass line, trust, rely on and care for the masses; Insist on improving our immunity through criticism and self-criticism, so that we can make fewer or no mistakes.
