Affected by the epidemic, the qualification of primary and secondary school teachers in our district, which was originally scheduled for the first half of 2020, merged with that in the second half of the year. According to the Teachers Law, Regulations on Teachers' Qualifications and Regulations on Teachers' Qualifications: Implementation Measures, and in accordance with the requirements of simplifying administration and facilitating the people and optimizing services, the relevant matters concerning the qualification identification of middle schools, primary schools and kindergartens in Jiangdu District of Yangzhou City in early 2020 are hereby announced as follows.
First, determine the scope of the object.
China citizens who have not reached the statutory retirement age and meet one of the following conditions belong to the receiving range of Jiangdu District:
1. Have a household registration in Jiangdu District;
2. Living in Jiangdu District and holding a residence permit in Jiangdu District within the validity period;
If the work place is in Jiangdu District, and the household registration and residence are not in this district, it cannot be determined to be in Jiangdu District.
Second, the basic conditions of identification
To apply for teacher qualification in Jiangdu District, the following basic conditions shall be met:
(a) abide by the Constitution and laws, love education, and have good ideological and moral character. If a teacher's qualification is revoked, he shall not re-apply for the teacher's qualification within 5 years from the date of revocation; Those who are deprived of political rights or have received criminal punishment of fixed-term imprisonment or above for intentional crimes cannot apply for teacher qualification.
(2) Having good physical and psychological qualities and being able to meet the needs of education and teaching. No infectious diseases, no history of mental illness, reaching the physical examination standard for teacher qualification in Jiangsu Province, and passing the physical examination in the hospital designated by the teacher qualification accreditation institution. Physical examination standards and operating procedures are in accordance with the Notice of the Provincial Department of Education on Doing a Good Job in Physical Examination of Teachers' Qualifications (Su Jiao [2002] No.59), the Notice of the Provincial Department of Education on Canceling the Detection of Hepatitis B Items in Physical Examination of Applicants with Teacher Qualifications (Su [2010]14) and the Notice of the Teacher Qualification Guidance Center of the Ministry of Education on Adjusting the Physical Examination Standards of Applicants with Kindergarten Teachers' Qualifications.

To apply for the qualification of kindergarten, primary school and junior high school teachers, one should have a college degree or above (among them, those with a second-level kindergarten teacher qualification can apply for the qualification of kindergarten teachers, and those with a secondary normal education can apply for the qualification of primary school teachers).
(four) to obtain the first-class certificate of Putonghua proficiency test. The applicant's Putonghua level should reach Grade B or above in the Standard of Putonghua Proficiency Test promulgated by the State Language Commission, among which Chinese teachers, teachers who teach Chinese as a foreign language and kindergarten teachers should reach Grade A or above; Phonetic teachers and professional teachers such as broadcasting, hosting and film and television drama performance should reach the first level. Applicants who have reached the age of 50 advocate the use of Putonghua and do not require a Putonghua certificate.
(5) Non-normal students and normal students enrolled in or after 2015 years should obtain a valid certificate of qualification examination for primary and secondary school teachers (hereinafter referred to as the certificate of qualification examination). The subject and study section for applying for teacher qualification shall be consistent with the subject and study section marked by the examination certificate. Normal students who entered school in or before 20 14 years can only apply for the teacher qualification corresponding to their major and study period, without examination.

Those who have obtained the examination certificate enter the system through the "entrance of the national unified examination qualified candidates' online newspaper", and choose "Yangzhou Jiangdu District Education Bureau" as the identification institution and confirmation point.
Full-time normal college graduates who entered school in or before 20 14 entered the system through the "portal of applicants who did not participate in the national unified examination".
(2) On-site confirmation

According to the current epidemic prevention and control requirements, in order to avoid the over-concentration of personnel during the on-site confirmation of teachers' qualifications, applicants should fill in relevant information in the function button "Qualification Appointment" in Jiangdu Education WeChat official account from August 2 1 day, make an appointment for the on-site confirmation time, and generate an "appointment code". Applicants should apply for Sukang code and travel card 14 days in advance. Only when it is confirmed that the Su Kang code and the travel card are both green codes at the scene, and the temperature measured at the scene is lower than 37.3℃, and there are no abnormal symptoms such as dry cough, can we enter the confirmation point with the "reservation code" of the day. (3) Physical examination
The physical examination time is tentatively scheduled for September 2020. The list of people who have passed the material review and the physical examination will be published on the website of Jiangdu Education Bureau (/jdjyj/) before September 4, 2020, and the results of the physical examination will be published within 7 days after the end of the physical examination. Please pay attention in time.
(4) Issuing certificates
After the results of the physical examination are announced, the accreditation body will make a conclusion according to the audit and issue a teacher qualification certificate to the applicant who meets the accreditation conditions. The time to receive the certificate will be announced on the website of Jiangdu District Education Bureau (/jdjyj/).
Fourth, prepare materials for on-site confirmation
(1) Second-generation ID card within the validity period.
(2) Household registration materials or residence permits, etc.
1.
