Xi Anmingde Vocational and Technical College is a full-time private institution of higher learning approved by the Ministry of Education. Its predecessor was Mingde College of Northwestern Polytechnical University (independent college). It is a national advanced independent college, a 5A-level college of Shaanxi Provincial Civil Affairs Department, and a national education reform and innovation demonstration college.

1999, Jinye Information Technology College of Northwestern Polytechnical University was established; In 2005, it was renamed as Mingde College of Northwestern Polytechnical University; On March 30, 2020, the party group meeting of the Ministry of Education decided to change the Mingde College of Northwestern Polytechnical University into Xi 'an Mingde Institute of Technology and cancel the establishment of Mingde College of Northwestern Polytechnical University.

As of April 2022, the college covers an area of 6 10 mu with a building area of 266,300 square meters. There are 14 secondary colleges, 18 functional departments and 7 teaching and teaching auxiliary units. There are 30 undergraduate majors and 6 specialist majors/kloc-0; There are nearly18,000 undergraduates and junior college students, and more than 800 faculty members.
