Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant provisions of the Military Service Law of People's Republic of China (PRC) in order to do a good job in militia work and strengthen the construction of national defense reserve forces. Article 2 The militia is a mass armed organization led by China and not divorced from production. It is an integral part of People's Republic of China (PRC)'s armed forces and an auxiliary and reserve force of the China People's Liberation Army. Article 3 The tasks of militia work are:

(a) to establish and consolidate militia organizations, improve the military and political quality of militia, equip and manage militia weapons and equipment, and reserve reserve soldiers needed in wartime;

(2) Mobilizing the militia to participate in socialist modernization, organizing the militia to undertake combat readiness tasks and maintaining social order;

(3) Organizing militia to join the army and participate in the war, supporting the front line, resisting aggression and defending the motherland. Article 4 Militia work should carry out the people's war ideology, adhere to the combination of labor and force, and adhere to the combination of militia system and reserve system, and militia work and wartime mobilization preparation. Article 5 Under the leadership of the State Council and the Central Military Commission (CMC), the general staff of the China People's Liberation Army is responsible for the work of the national militia.

The military region is responsible for the militia work in the region according to the tasks entrusted by the superior.

The people's armed forces departments of provincial military regions (including garrison commands and garrison commands, the same below), military sub-regions (including garrison commands, the same below) and counties (including cities and municipal districts, the same below) are the military leadership and command organs in the region and are responsible for the militia work in the region.

The people's armed forces departments established in townships, nationality townships, towns, streets, enterprises and institutions are responsible for handling the militia work in their own regions and units, while the streets, enterprises and institutions that fail to set up the people's armed forces departments according to regulations determine a department to handle it. Sixth townships, ethnic townships, towns, streets and enterprises and institutions of the people's Armed Forces Department system changes, in accordance with the relevant provisions of the state. Article 7 Local people's governments at all levels must strengthen their leadership over militia work, make overall arrangements for militia work, and organize and supervise the completion of militia work tasks. The relevant departments of local people's governments at various levels shall assist military organs to carry out militia work and solve related problems.

Enterprises and institutions shall, in accordance with the requirements of the local people's government and the local military leadership and command organs, incorporate the militia work into the management plan and complete the militia work tasks. Eighth militia should obey the leadership of the organization, obey the command of superiors, master military technology, care for weapons and equipment, learn political culture, take the lead in participating in productive labor, abide by laws and regulations, and protect the interests of the masses. Chapter II Organization of Civilian Personnel Article 9 The scope of militia organizations shall be implemented in accordance with the provisions of Article 37 of the Military Service Law of People's Republic of China (PRC). Article 10 Citizens shall join militia organizations in accordance with the provisions of Articles 37 and 38 of the Military Service Law of People's Republic of China (PRC). Eleventh militia should be organized in accordance with the principle of being conducive to leadership, activities and tasks. In rural areas, militia companies or battalions are generally organized in administrative villages; In cities, militia platoons, companies, battalions and regiments are generally organized in enterprises, institutions and streets.

The backbone militia are grouped separately and divided into classes, platoons, companies, battalions or regiments according to the number of militia.

According to the needs of combat readiness and existing weapons and equipment, a militia professional and technical detachment is formed among the backbone militia; In key civil air defense cities, transportation hubs and other important defense target areas, militia anti-aircraft artillery battalions and regiments will be formed. Militia professional and technical detachments can be grouped across units. Article 12 Militia cadres shall be those who are good at political thinking, healthy, younger, have certain cultural knowledge and military quality, and love militia work.

Militia cadres should give priority to the selection of demobilized soldiers and veterans. Thirteenth militia cadres nominated by the unit, by the grassroots people's Armed Forces Department or the local military leadership and command organs in accordance with the appointment and removal authority.

The person in charge of the enterprise or institution shall be the military and political chief at or above the militia company level.

The company commander and battalion commander of the backbone militia shall be a full-time people's armed cadre or the person in charge of the unit. Article 14 Militia organizations shall be rectified once a year. The rectification contents include: militia publicity and education, militia access, cadre deployment, work summary, equipment inventory, system improvement, assembly inspection, etc.

Soldiers discharged from active service who meet the requirements for reserve service shall be incorporated into militia organizations in a timely manner. Chapter III Political Work Article 15 The political work of the militia should learn from the political work experience of the People's Liberation Army, inherit and carry forward the fine tradition of militia work, and ensure the implementation of the principles and policies of militia work and the completion of various tasks. Article 16 The political education of the militia shall focus on China's basic line and national defense education, and carry out education on militia tasks, fine traditions, patriotism, revolutionary heroism, situation readiness and policies and legal system.

Militia political education is mainly combined with organizational rectification, military training, conscription and major festivals. Article 17 The political education of the militia should be based on the requirements of the militia's military training and combat readiness, combined with the militia's ideological reality, do a good job in the ideological and political work of the militia in peacetime, raise the awareness of military training and martial arts, and mobilize the militia to take the lead in participating in the construction of socialist material civilization and spiritual civilization. In wartime, we should mobilize the militia to join the army and participate in the war, support the front line, organize militia to carry out activities such as killing and disintegrating the enemy, and ensure the completion of combat and logistics tasks.
