The management method is clear. Part-time teachers of physical education and aesthetic education in primary and secondary schools shall not be "part-time" by teachers or personnel of other disciplines in our school.

The management method points out that hiring part-time teachers of physical education and aesthetic education is a necessary measure to strengthen the construction of teachers of physical education and aesthetic education in schools at present and in the future, and an important way to solve the shortage of teachers of physical education and aesthetic education in schools at this stage. Part-time physical education teachers should be selected from professional physical education teachers from other schools, off-campus educational institutions, sports organizations and sports system related sports workers; Part-time teachers of aesthetic education should be selected from professional art teachers from other schools, off-campus educational institutions, artists from publicity and cultural systems and social and cultural groups, folk artists or skilled craftsmen, and qualified government procurement services.

The person in charge of the Department of Sports Health and Art Education of the Ministry of Education introduced that in order to fully absorb and utilize the resources of high-quality teachers in sports aesthetic education from all walks of life, the management method is clear, and the selection scope of part-time teachers is "off-campus" sports aesthetic education professionals, and full-time teachers in sports aesthetic education are encouraged to take part-time jobs in schools where teachers are in short supply in rural areas under the overall planning of the education administrative department. Encourage college sports art teachers to be part-time teachers in primary and secondary schools; Encourage schools to hire part-time teachers who undertake the teaching and guidance of Chinese excellent traditional culture, sports and art heritage projects.

The Administrative Measures also require that local education administrative departments at all levels should adhere to the principle of giving priority to full-time teachers, supplemented by part-time teachers, make overall plans to strengthen the construction of teachers in physical education and aesthetic education, incorporate part-time teachers in physical education and aesthetic education into the overall plan for the construction of teachers, bring the employment of part-time teachers in schools into the scope of personnel management supervision and inspection, establish a resource database of part-time teachers in schools, and make overall plans for the deployment and management of part-time teachers in physical education and aesthetic education in their own regions.
