Measures of Tianjin Dongli District Residence Permit Holder's Appointment Registration for Primary School Admission (Transfer) of Children Moving with them

In order to further improve the appointment registration of children of residence permit holders moving with them in Dongli District, according to the Notice of Tianjin Municipal People's Government on Printing and Distributing the Measures for the Administration of Residence Permit in Tianjin (No.6 of Jin Zhenggui [202/KLOC-0]) and the Notice of the Municipal Education Commission and other five departments on Printing and Distributing the Implementation Rules for Children of Residence Permit Holders to Receive Education in Tianjin (No.2 of Jin Jiaogui [2022]).

First, the object of applying for appointment registration

The children of residence permit holders in Dongli District who apply for appointment registration refer to the children of residence permit holders whose parents live in Dongli District and have a fixed residence, a stable occupation or a stable income source.

Second, the holder of the residence permit takes the child to make an appointment to provide materials.

(1) proof of residence

There is an electronic residence permit in Dongli District within the validity period when making an appointment.

(2) proof of household registration

The original and photocopy of the residence booklet of the residence permit holder and his accompanying children, and the original and photocopy of the identity card of the residence permit holder.

(three) proof of living (renting) the house

1. Self-owned housing in this district: the original and photocopy of the certificate of immovable property right of residence permit holder's own housing or the certificate of immovable property right of residence permit holder's shared housing with spouse, parents and children are required. If the Tianjin Commodity House Purchase and Sales Contract or Tianjin Real Estate Purchase and Sales Agreement has been signed, but the real estate ownership certificate has not been obtained, the original and photocopy of the Tianjin Commodity House Purchase and Sales Contract or Tianjin Real Estate Purchase and Sales Agreement, and the original and photocopy of the deed tax payment certificate shall be provided.

2. If renting a house in this area, provide the original and photocopy of the housing lease registration certificate of the residence permit holder within the validity period. ?

(4) Employment certificate of migrant workers

1. If the parents are employees of the enterprise, the original and photocopy of the labor contract and social insurance payment certificate signed with the enterprise or the employer according to law shall be provided. Social insurance includes at least endowment insurance, medical insurance and industrial injury insurance.

2. Parents are individual industrial and commercial households and need to provide their own business licenses, social insurance payment certificates and other originals and photocopies. Social insurance includes at least endowment insurance and medical insurance.

3. Parents are flexible employees and only need to provide proof of social security payment. Social insurance includes at least endowment insurance and medical insurance.

When making an appointment for registration, the social insurance provided by parents should have at least Tianjin social insurance in June, February and March of that year, and should be paid continuously before enrollment and compulsory education.

(5) Vaccination certificate

The holder of the residence permit shall submit the original and photocopy of the child vaccination certificate issued by the health department in time after the accompanying children enter school.

Third, the appointment registration time and handling procedures

(1) Appointment time

Make an appointment in April every year, and the specific time is subject to the "Instructions for Parents of Children of Residence Permit Holders in Dongli District" issued in that year.

(2) Working procedures

1. Material review and registration

The admission materials of the children of the residence permit holder shall be reviewed by the relevant school where they live. After the audit, keep a copy of the admission materials and register, and continue to pay social security after the appointment is successful. If the admission materials do not meet the admission conditions and the examination fails, the school will call the parents.

2. Make overall arrangements for admission

The accompanying children of the residence permit holder shall register at the designated school at the specified registration time (the specific time shall be subject to the time determined by the district enrollment plan of the current year), and the district education bureau shall co-ordinate arrangements for the accompanying children to register in public schools according to the degree situation of public schools in this district. Appointment for transfer: Parents make an appointment for transfer one week before and after the start of school, and the Education Bureau makes overall arrangements for students to attend public schools.

Fourth, matters needing attention

(a) the address of the residence permit shall be consistent with the address of the household registration book or the house lease registration certificate.

(two) the holder of the residence permit shall ensure that the materials provided are true and accurate. If fraud is found, their children will be disqualified from entering the school that year, and legal responsibility will be investigated if the circumstances are serious.

(three) the holder of the residence permit must make an appointment registration for the accompanying children in strict accordance with the prescribed time, and shall not handle it in principle after the prescribed time.
