National defense education in the militia reserve shall be carried out among the personnel incorporated into the militia reserve sequence. Militia and reservists are important components of China's armed forces and assistants and reserve forces of the People's Liberation Army. With the reduction of the number of regular troops in a peaceful environment, the position and role of militia reserve forces are more prominent, and the construction of reserve forces is more important. Therefore, the majority of militia reserve personnel are the backbone of national defense education.

The national defense education of militia reservists is mainly in accordance with the "four courses" system stipulated by the General Political Department, with "National Defense Knowledge" compiled by the General Political Department as the main teaching material and militia publications as auxiliary reading materials, and the people's armed forces departments at all levels are responsible for organizing the implementation.

The national defense policy obeys and serves the country's major policies, and its basic ideas are: the country independently builds and consolidates national defense, implements a prudent national defense strategy, and adheres to the principle of national self-defense; While concentrating on economic construction, the state strengthens national defense construction and promotes the coordinated development of national defense construction and economic construction.

The national defense education of militia and reserve personnel should be combined with political education, organizational rectification, military training, performance of duties, conscription and major festivals and anniversaries.
