The second is to establish the development mechanism of compulsory education in urban and rural integration and implement the reform experiment of balanced development of regional compulsory education. Vigorously promote the integrated development of urban and rural education, focus on exploring the sharing of educational resources between urban and rural schools, the rational flow of teachers, the reform of school management system and education evaluation mechanism, initially form a high-quality balanced development system of basic education in the capital, and carry out pilot projects such as running branch schools by famous schools, sending teachers abroad, exporting high-quality management, and hosting schools to expand the radiation and sharing of high-quality educational resources.

The third is to establish the quality standard and monitoring system of compulsory education in the city. Consolidate the achievements of primary and junior high school construction, strengthen the supervision of the level of running compulsory education schools and the quality of education and teaching, and strive to promote the connotation development of schools. Focus on improving quality, concise school-running characteristics and improve school-running level. Improve the evaluation of students' comprehensive quality and strive to promote the overall improvement of each student's comprehensive quality. Pay attention to students with learning difficulties and help them complete their studies.
