(B), the role of evaluation
As a universal code of conduct for compulsory education in China, education law has the function of judging and measuring people's educational behavior, that is, the evaluation function, which is the external expression of the function of educational laws and regulations. There are many standards to judge the value of educational activities and educational relations, the most basic of which is educational legal norms. The evaluation of educational legal norms is an absolute evaluation, and its evaluation function has two characteristics: First, the evaluation of educational legal norms has outstanding objectivity. The legal norms of education clearly stipulate what is ok and what is not. The legal standards of education are aimed at all people and institutions, and the educational activities or behaviors of any organization or individual are based on educational laws. Second, the evaluation of educational legal norms has universal validity. As long as people's behavior enters the scope of education law, the evaluation of educational legal norms is effective for them. If they don't want to be punished by law, their behavior must conform to the education law.
