Legal Analysis: Fire laws and regulations include People's Republic of China (PRC) Fire Law, and the Ministry of Public Security has successively promulgated the Regulations on Fire Supervision and Examination of Construction Projects, Regulations on Fire Accident Investigation, Regulations on Fire Supervision and Inspection, and Regulations on Fire Safety Management of Organs, Organizations, Enterprises and Institutions.

Article 1 This Law is formulated for the purpose of preventing fires, reducing fire hazards, strengthening emergency rescue work, protecting personal and property safety and maintaining public safety.

Article 2 The fire control work shall follow the principle of putting prevention first and combining prevention with elimination, and implement the responsibility system for fire control safety and establish and improve the socialized fire control network in accordance with the principles of unified leadership of the government, legal supervision of departments, overall responsibility of units and active participation of citizens.

Article 3 the State Council leads the national fire control work. Local people's governments at all levels are responsible for fire control work within their respective administrative areas.

People's governments at all levels shall incorporate fire control work into the national economic and social development plan to ensure that fire control work is compatible with economic and social development.
