The term "primary and secondary school teachers" as mentioned in these Provisions includes in-service teachers who have obtained teacher qualifications in ordinary primary and secondary schools, vocational middle schools, kindergartens, adult primary education institutions and special education institutions. Article 3 These Provisions shall apply to the continuing education of primary and secondary school teachers within the administrative area of the autonomous region. Article 4 Continuing education is the right and obligation of primary and secondary school teachers.
Education administrative departments and schools at all levels shall guarantee the right of primary and secondary school teachers to receive continuing education.
Primary and secondary school teachers shall participate in continuing education in accordance with the regulations, and shall not refuse to accept continuing education or interrupt continuing education and training without justifiable reasons. Article 5 The education administrative departments of the people's governments at all levels shall take measures to strengthen the professional ethics education and teaching ability training of primary and secondary school teachers. Article 6 The education supervision departments of the people's governments at all levels shall strengthen the supervision of the continuing education of primary and secondary school teachers, and criticize and correct the units and individuals that violate these provisions. Article 7 The education administrative departments of the people's governments at or above the county level shall be responsible for the continuing education of primary and secondary school teachers within their respective administrative areas.
The administrative departments of human resources and social security of the people's governments at or above the county level shall be responsible for guiding and supervising the continuing education of primary and secondary school teachers within their respective administrative areas. Eighth education administrative departments should take measures to strengthen the continuing education of rural primary and secondary school teachers. Ninth primary and secondary schools should make plans for teachers' continuing education, ensure teachers' learning time, and ensure the necessary learning funds and other learning conditions. Tenth autonomous region education administrative departments in the continuing education of primary and secondary school teachers:
(a) according to the continuing education plan of professional and technical personnel in the autonomous region, to formulate the continuing education plan and teaching plan for primary and secondary school teachers in the whole region;
(two) to organize the preparation and review of professional training materials;
(three) to examine and approve the training qualifications of non-academic education and training institutions for primary and secondary school teachers;
(4) Training key primary school teachers, senior middle school teachers and senior middle school teachers in the whole region;
(five) to inspect, guide and evaluate the continuing education of primary and secondary school teachers in cities and counties (districts). Eleventh city and county (District) education administrative departments in the continuing education of primary and secondary school teachers:
(a) to formulate the continuing education plan for primary and secondary school teachers within their respective administrative areas;
(two) responsible for the construction and management of the continuing education and training base for primary and secondary school teachers at the corresponding level;
(3) Training teachers other than those specified in Item 4 of Article 10 of these Provisions;
(four) to coordinate the relevant departments to implement the continuing education funds for primary and secondary school teachers;
(five) to inspect and evaluate the continuing education of primary and secondary school teachers within their respective administrative areas;
(six) to complete the continuing education of other primary and secondary school teachers assigned by the higher education administrative department. Twelfth primary and secondary school teachers' continuing education is divided into non-academic education and academic education.
New teachers, backbone teachers and other in-service teachers should receive non-academic education.
Primary and secondary school teachers who have obtained academic qualifications may receive a higher academic education or a second academic education corresponding to their education and teaching majors. Thirteenth primary and secondary school teachers' continuing education is a training cycle every five years. The training time of each cycle is not less than 240 hours. Teachers who receive higher education or secondary education at the same time shall not participate in non-academic continuing education and training at the same time.
The training time of new teachers during the probation period shall not be less than 120 class hours. Fourteenth primary and secondary school teachers' continuing education includes the following contents:
(1) Ideological and political education and cultivation of teachers' morality;
(2) update and expand professional knowledge;
(3) Theory and practice of quality education;
(4) Educational scientific research;
(five) education and teaching skills training and modern educational technology;
(six) information technology, foreign languages, arts and comprehensive curriculum education;
(7) Basic education curriculum reform and teaching materials and methods. Fifteenth normal colleges and teachers' colleges at all levels undertake the education and teaching of continuing education for primary and secondary school teachers. Other institutions of higher learning, teacher education network colleges, primary and secondary school teaching and research institutions, educational and scientific research institutions, audio-visual education institutions, and distance education workstations undertake the continuing education and teaching of some primary and secondary school teachers according to the arrangement of the education administrative department.
The administrative department of education shall inspect and evaluate the teaching contents and teaching quality of the educational and teaching institutions specified in the preceding paragraph. Sixteenth teachers' colleges, teachers' colleges and other educational and teaching institutions that undertake the continuing education of primary and secondary school teachers should strengthen management, improve various systems and ensure the quality of continuing education and teaching.
