19 12- 1920 when Chen Baoquan was the president of Beijing Normal University, he wrote to Yuan Shikai to discuss the importance of developing normal education, presided over the formulation of the Charter of Beijing Normal University and the Five-year Plan of Beijing Normal University, and expanded the original English, physics and chemistry departments of Beijing Normal University into Chinese, English and chemistry. Raise funds to complete the construction of laboratories, research rooms, libraries, gymnasiums and the Ministry of Industry; Initiate sports meetings, debates, entertainment evenings, new troupes, elegant orchestras, lectures and civilian schools to guide students' all-round development and initially lay the foundation for the future scale of Beijing Normal University. During the May 4th Movement, Chen Baoquan and Cai Yuanpei actively rescued the arrested students. As the principal, he personally greeted the Eight Warriors of Normal University (referring to Chen Hongxun, Yang Quanjun, Chu, Xiang Daguang, Xue Rongzhou, Zhao, Tang Yingguo and Wang Derun) at the school gate. Chen Baoquan can correctly handle the relationship between inheriting the tradition of the motherland and learning from foreign countries in the guiding ideology of running a school, which he clearly pointed out in the National Mirror. The fallacy of not sticking to egoism, no matter what its name is, is a choice between Chinese and foreign knowledge and achievements. He emphasized learning from foreign countries boldly, and quoted a sentence: Mount Tai won't give up the soil, so it can become high; Rivers and seas do not choose small streams, so they can become deep. How can a country be rich and strong if it doesn't learn from other countries? The correct attitude is: learn from others' strengths and make up for our own shortcomings, so as to make China a completely independent country. Based on this idea, when Chen Baoquan was in charge of normal university, he visited education at home and abroad many times. For example, Zheng, director of the primary school affiliated to Beijing Normal University (now Beijing No.1 Experimental Primary School), and Han Zai, director of the middle school affiliated to Beijing Normal University (now the middle school affiliated to Beijing Normal University, commonly known as the No.1 Middle School affiliated to Beijing Normal University) 19 15 inspected Jiangsu and Zhejiang education; 19 17 visited Japan, the Philippines, Guangdong and Hong Kong for education with Huang Yanpei, Guo Bingwen and Jiang Weiqiao; 19 19 visited European and American education with the standard people. During his tenure as president of Beijing Normal University, Chen Baoquan also actively participated in various academic gatherings and leadership work of academic organizations. The important educational organizations he founded and served as the president are: Beijing General Education Research Association, Beijing Education Association, Tianjin County Education Association and National Normal Education Research Association.
