Annex to the Notice of the Education Department of Hainan Province on Printing and Distributing the Three Documents of the Administrative Measures for the Selection of Key Teachers in Hainan Province (Trial) 1. Measures for the Administration of the Selection of Key Teachers in Primary and Secondary Schools in Hainan Province (for Trial Implementation) Article 1 These Measures are formulated to standardize the management of key teachers in primary and secondary schools in Hainan Province, further strengthen the construction of key teachers and improve the overall level of teachers.

Article 2 The backbone teachers in primary and secondary schools refer to outstanding primary and secondary school teachers with relevant teacher qualifications, good ideological and political quality and professional ethics, solid professional knowledge, high education and teaching level, remarkable teaching achievements, rich subject teaching experience and strong scientific research ability, and playing a guiding, demonstrating and leading role in education and teaching posts.

Article 3 The backbone teachers of primary and secondary schools in our province are divided into three levels: provincial, municipal, county and school, which are managed at different levels and jointly cultivated and used. Article 4 Requirements of backbone teachers:

Provincial backbone teachers should meet the following basic conditions:

(a) with the corresponding teacher qualifications, love education and teaching, with good political literacy, noble ideological and moral character and professional ethics;

(two) teaching experience of more than 5 years, male teachers not more than 50 years old, female teachers not more than 45 years old;

(three) primary school teachers must have college education or above and primary school teachers or above professional and technical qualifications; Middle school teachers should have a bachelor's degree or above and professional and technical qualifications above middle school;

(four) with solid professional knowledge and rich teaching experience, actively participate in the subject teaching reform activities, have done public classes at or above the county level, and have won the title of excellent teachers and teaching experts at or above the county level;

(five) master and skillfully apply modern educational technology, integrate information technology into subject teaching, and reach the intermediate level or above in information technology ability or educational technology ability;

(six) actively carry out teaching research, presided over or participated in the experimental research of educational and scientific research projects at or above the county level and achieved certain results, and the teaching papers were awarded at or above the county level or published in publications at or above the county level;

(seven) give full play to the demonstration, radiation and leading role of education and teaching. Urban teachers who have taught in rural primary and secondary schools for nearly five years and more than one year are preferred;

(eight) rural primary and secondary schools (referring to township and below schools, the same below) teachers can relax the conditions in terms of academic qualifications, professional titles, scientific research achievements, information technology level and so on.

The conditions for key teachers at the city, county and school level shall be formulated by the municipal and county education administrative departments and schools respectively.

Article 5 The conditions of key teachers shall be used as the basis for selecting, evaluating and identifying key teachers.

Article 6 Selection of key teachers:

(a) the selection of backbone teachers adhere to the principles of open recommendation, fair competition and fair selection, take the form of combining personal declaration with school recommendation, and follow the procedures of extensive mobilization, voluntary registration, merit-based selection and step-by-step recommendation;

(2) The selection scope of backbone teachers is mainly for on-the-job front-line teachers. Among them, if school leaders participate in the selection of key teachers, the weekly part-time class hours must reach 50% of the class hours of full-time teachers in this discipline, and the proportion should not exceed15% of the selection quota;

(3) The number of key teachers selected at the provincial, city and county levels accounts for 1% and1%of the total number of full-time teachers in primary and secondary schools in the province respectively, and the proportion of key teachers at the school level is determined by the education administrative department of the city and county where they are located;

(4) Schools, cities and counties recommend training objects to participate in the qualification training of provincial-level key teachers according to the number of key teachers 1: 1.2.

Article 7 Identification of backbone teachers:

(a) the backbone teachers at the school level are identified by the school, and the roster is reported to the municipal and county education administrative departments for the record;

(two) city, county, provincial backbone teachers, in accordance with the principle of training first, then identified, respectively, by the training institutions at the corresponding level according to the conditions of backbone teachers, after a year of qualification training, inspection and confirmation;

(3) The assessment contents of key teachers at city, county and provincial level mainly include qualification examination, ideological and moral character, theoretical quality, teaching level, work performance and key role;

(four) the city, county, provincial backbone teachers that the evaluation work under the direct leadership of the administrative department of education, completed by the evaluation team composed of relevant experts;

(5) After the examination of key teachers at the city, county and provincial levels, the education administrative departments at the city and county levels and the Provincial Department of Education issued a document to publish the list of key teachers, and the key teachers at the city and county levels issued certificates and reported them to the Provincial Department of Education for the record;

(six) the training object that has not passed the examination of the backbone teachers will no longer retain the qualification of the training object. Eighth city, county and provincial backbone teachers must participate in the corresponding level of qualification training and improve training. Qualification training refers to a one-year preparatory training for the training object recommended as a backbone teacher before it is determined. Promotion training refers to the follow-up training for those identified as backbone teachers.

Ninth city, county and provincial backbone teachers training work by the corresponding administrative departments of education organization, coordination and management, the specific implementation of the training institutions designated by them.

Tenth training institutions at all levels shall formulate scientific training plans, determine the training objectives, contents, methods and curriculum plans, and implement them only after they are examined and approved by the corresponding education administrative departments.

Eleventh city, county and provincial backbone teachers must participate in at least 40 hours of backbone teacher training at the corresponding level every year.

Twelfth key teachers training work to strengthen management, the implementation of the principle of combining training and use.

Thirteenth backbone teachers training expires, those who pass the examination results are authorized by the administrative department of education to issue a certificate of completion, and those who have excellent examination results can be directly identified as backbone teachers at the same level or given priority to be recommended as the training objects of academic leaders at the same level in the next cycle. Fourteenth provincial backbone teachers shall perform the following duties:

(1) Play an exemplary role in the construction of teachers' morality, love students, teach and educate people, establish a socialist concept of honor and disgrace, aspire to be lifelong teachers, persist in working in the front line of education and teaching, actively participate in the reform of basic education and teaching, fully implement quality education, and become a promoter of education and teaching reform.

(2) Systematically study and master modern educational theories and skills, be familiar with the development of teaching in this discipline at home and abroad, consciously study and research, broaden professional knowledge, constantly update educational concepts, maintain a high teaching level, and constantly improve teaching quality, thus playing a key role in the development of teaching in this discipline.

(three) according to the objectives and requirements of education reform and development, combined with the local and school reality, to determine a clear teaching reform and scientific research topics, research and solve problems in education and teaching. To preside over, undertake or participate in the implementation and experiment of educational and scientific research projects; At least 1 professional papers, experience summaries or scientific research reports are published in journals or academic conferences at or above the provincial level every year.

(four) to guide and train other teachers in their schools or cities and counties, and to play an exemplary role in education and teaching. Actively undertake the task of training young teachers, with no less than 2 apprentices; Each semester in the school or city, county teaching and research activities in the evaluation of not less than 20 hours; Do demonstration classes in counties and districts of this city for no less than 2 class hours every year.

(five) actively participate in education and teaching seminars, teacher training, foreign exchanges and other activities organized by the administrative department of education or research and training institutions, and undertake the tasks of education and teaching demonstration, observation, special lectures and counseling. Participate in activities such as sending teachers to the countryside and supporting education in rural or weak areas at least once a year (no less than 20 class hours per year).

Fifteenth other key teachers at all levels are clearly defined by the corresponding education administrative departments and schools. Sixteenth key teachers at all levels are one of the necessary conditions for the selection of academic leaders at the same level. Outstanding performance or outstanding achievements at or above the provincial level can be recommended to participate in the selection of special-grade teachers.

Seventeenth key teachers at all levels can give priority to the promotion of teachers' positions under the same conditions, and those who meet the conditions of low-level vocational and high-level employment will be employed by their schools; Give priority to promotion, use, evaluation and selection.

Eighteenth key teachers give priority to participate in various high-level research, investigation and study, academic seminars and other activities at home and abroad.

Nineteenth education administrative departments and schools at all levels shall provide financial support for backbone teachers to participate in training and learning. In addition to the special funds for the training of provincial backbone teachers, the Provincial Department of Education gives certain subsidies to the individual learning and training of provincial backbone teachers.

Article 20 Where conditions permit, education administrative departments and schools at all levels shall provide better teaching, scientific research and reform conditions for key teachers (such as the use of necessary funds, materials and equipment), give priority to solving life difficulties, and reduce their worries about teaching, scientific research and research.

Twenty-first backbone teachers at all levels should undertake scientific research projects, teaching reform experiments and teaching guidance tasks, and should properly calculate the workload.

Twenty-second provinces will set up research project funds to support the research of provincial key teachers. The backbone teachers who have made remarkable achievements or outstanding contributions in the teaching research and guidance of the city, county and school may be given certain rewards or subsidies as appropriate, and the standards shall be determined by the city, county and school where they are located.

Twenty-third regions and schools should vigorously publicize the education and teaching experience, scientific research achievements and advanced deeds of key teachers; Education administrative departments and schools should encourage and support key teachers to write books and make more achievements. Twenty-fourth key teachers do not engage in tenure, but dynamic management, in principle, every five years.

Twenty-fifth key teachers to implement hierarchical management, provincial, municipal and county education administrative departments and schools to manage the key teachers at the same level.

Twenty-sixth education administrative departments and schools should make overall arrangements to create favorable conditions for key teachers to play their roles; Teaching, scientific research and teacher training departments should make full use of the advantages of key teachers to carry out their work. The education administrative department at the next level and the school have the responsibility to continuously reflect the work performance of local and school backbone teachers to the education administrative department at the next level.

Article 27 The administrative department of education shall regularly organize urban backbone teachers to teach, send teachers and give lectures in rural areas, select urban backbone teachers in a planned way to realize inter-school mobility or cross-school part-time classes, and ensure that every urban backbone teacher will teach, send teachers and give lectures in rural areas at least once a year. Backbone teachers can take the initiative and voluntarily go to rural areas to participate in teaching, sending teachers or giving lectures, and their schools should give support.

Twenty-eighth the establishment of key teachers' annual assessment and expiration assessment system. The annual assessment is carried out by the school in combination with the annual assessment of the school and audited by the education administrative department. The expired examination shall be organized and implemented by the education administrative department at the same level. Those who have achieved excellent results at the expiration of the assessment period can be recommended as the next-level backbone teachers, the training objects of academic leaders at the same level or the training objects of backbone teachers in the next cycle; Those who fail to participate or fail to pass the examination at the expiration of the period will automatically cancel the qualification of key teachers.

Twenty-ninth province, city and county training institutions should establish backbone teachers' files, establish backbone teachers' information database, collect, manage and record the main performance of backbone teachers and their assessment, rewards and punishments.

Thirtieth the implementation of the backbone teacher certificate system, the backbone teacher certificate printed by the Provincial Department of Education, certificate registration management.

Article 31 backbone teachers at all levels shall ensure that they will not be transferred from their units at the corresponding level during their tenure, or transferred from their units at the corresponding level or from their teaching posts for reasons other than the education system and organization, and their titles will disappear on their own. Thirty-second key teachers in the term of office, under any of the following circumstances, after investigation and verification, reported to the corresponding education administrative departments for approval, cancel their qualifications as key teachers, withdraw their certificates and cancel the corresponding treatment:

(a) practicing fraud in the selection of key teachers, which does not meet the requirements;

(two) a serious violation of the "code of professional ethics for primary and secondary school teachers", causing adverse effects;

(three) do not perform the duties of key teachers, the annual assessment did not reach 2 times;

(four) violation of law and discipline, subject to party discipline, political discipline or criminal punishment;

(five) other key teachers who should be disqualified according to laws and regulations. Thirty-third approach by the provincial education department is responsible for the interpretation of.
