What does a non-academic diploma mean?
Non-academic diploma is relative to the diploma recognized by the state. Non-academic diplomas cannot be used as proof of academic qualifications, but they can still be used as proof other than academic qualifications. For example, a non-academic diploma from a technical secondary school or college proves that you have the same level of education as a technical secondary school graduate or a college graduate, have roughly the same level of culture and knowledge, and are competent for the work of ordinary technical secondary school and college graduates.

Such as computer grade certificate (to prove computer skills), foreign language band 4 or band 6 certificate (to prove foreign language level) and so on.
