This book is a report submitted to UNESCO by the independent committee of "2 1 Century International Education Commission", which is the result of extensive consultation and analysis on a global scale in the past three years. The report discusses the various stages of learning and the bridges connecting them from a new perspective. Through this new method, the education system will be more diversified and the value of each education system will be further improved.

Part II: Principles, including Chapter IV (four pillars of education) and Chapter V (lifelong education).
Part III: Policies, including Chapter VI (from basic education to universities), Chapter VII (teachers explore new prospects), Chapter VIII (educational choice: the role of political authorities) and Chapter IX (international cooperation: education in the global village). There is also a conclusion and eight attachments.
