Regulations of Fujian Province on Voluntary Service
Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of volunteers, voluntary service organizations and volunteers, encourage and standardize voluntary service, develop voluntary service, carry forward the spirit of dedication, friendship, mutual assistance and progress, practice socialist core values, and promote social civilization and progress, these Regulations are formulated in accordance with the Regulations on Voluntary Service and relevant laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to voluntary services and activities related to voluntary services carried out within the administrative area of this province.

The term "voluntary service" as mentioned in these Regulations refers to the public services provided by volunteers, voluntary service organizations and other organizations to the society or others voluntarily and free of charge. Article 3 The local people's governments at or above the county level shall incorporate the cause of voluntary service into the national economic and social development plan, reasonably arrange the funds and resources needed for voluntary service, and promote voluntary service with wide coverage, multi-level and wide fields.

Township (town) people's governments and sub-district offices shall, according to the actual situation, give support and help to the voluntary service within their respective jurisdictions in terms of funds and venues.

Village (neighborhood) committees shall establish and improve the working mechanism of voluntary service, and organize residents, villagers and units in the area to participate in voluntary service activities. Article 4 Guidance institutions for spiritual civilization construction at or above the county level shall establish a coordination mechanism for voluntary service, organize relevant departments and units to do a good job in voluntary service, make overall plans for the development of voluntary service in their respective administrative areas, sum up experience in promotion, and publicize and commend advanced models.

Volunteer service should be included in the assessment content of mass spiritual civilization creation activities. Article 5 The civil affairs departments of local people's governments at or above the county level shall be responsible for the management of voluntary services within their respective administrative areas.

The relevant departments of the local people's governments at or above the county level, such as development and reform, education, science and technology, public security, judicial administration, finance, human resources and social security, ecological environment, transportation, agriculture and rural areas, culture and tourism, health, emergency management, sports, etc., are responsible for the related work of voluntary service according to their respective responsibilities.

Trade unions, the Communist Youth League, women's federations, the Red Cross and other relevant people's organizations, mass organizations and social organizations should give full play to their advantages and do a good job in voluntary service within their respective scope of work. Article 6 The whole society should respect volunteers, voluntary service organizations and the voluntary services they provide.

State organs, enterprises, institutions and other social organizations shall encourage and support voluntary service activities and jointly promote the development of voluntary service. Seventh radio, film, television, newspapers and the Internet should actively carry out voluntary service propaganda, spread the culture of voluntary service, and carry forward the spirit of voluntary service.

Encourage communication operators, advertisement publishers and Internet information service providers to release public service publicity information of voluntary service to the society free of charge. Chapter II Volunteers Article 8 The term "volunteers" as mentioned in these Regulations refers to natural persons who engage in voluntary service with their own time, knowledge, skills and physical strength.

Volunteers can participate in voluntary service activities carried out by voluntary service organizations and other organizations, and can also carry out voluntary service activities independently according to law.

Encourage people with professional knowledge, skills and corresponding qualifications to provide professional volunteer services. Article 9 Volunteers can register their own basic personal information such as identity information, service skills, service time and contact information through the volunteer service information system designated by the civil affairs department of the State Council (hereinafter referred to as the volunteer service information system) or through volunteer service organizations. If the registration is made through a volunteer service organization, the volunteer service organization shall timely input relevant information into the volunteer service information system.

The basic personal information provided by volunteers should be true, accurate and complete. Article 10 Volunteers shall enjoy the following rights:

(a) Voluntary participation in or withdrawal from voluntary service organizations;

(two) voluntary choice of volunteer service projects;

(3) Refusing to provide voluntary service against one's will and beyond one's own ability or agreed scope;

(4) Obtaining relevant information, necessary material conditions, training and guarantee for engaging in voluntary service activities;

(5) Obtaining the filing certificate of voluntary service free of charge;

(6) giving priority to voluntary service;

(seven) to put forward opinions and suggestions on voluntary service;

(eight) other rights stipulated by laws and regulations. Eleventh volunteers shall perform the following obligations:

(1) Accepting the management of voluntary service organizations;

(two) to provide voluntary service in accordance with the agreement, and for some reason, it is impossible to provide voluntary service in accordance with the agreement, and it shall promptly inform the volunteer service organization or volunteer service object;

(three) to maintain the image and reputation of volunteers and voluntary service organizations;

(4) Keeping state secrets, business secrets, privacy of natural persons and personal information in voluntary service;

(five) respect the personal dignity of the volunteer service object, and shall not harm their legitimate rights and interests;

(six) other obligations stipulated by laws and regulations. Chapter III Voluntary Service Organizations Article 12 The voluntary service organizations mentioned in these Regulations refer to non-profit organizations established according to law for the purpose of providing voluntary services.

Voluntary service organizations can be registered in the form of social organizations, social service institutions and foundations according to law. Do not have the registration conditions, can be managed by the local township (town) people's government or street offices in accordance with the relevant provisions of this province, and can also apply to the voluntary service organizations registered according to law to become their members and accept their management. Specific measures shall be formulated by the provincial people's government.
