Rule number two The planning and construction of primary and secondary schools and kindergartens should follow the principles of overall urban and rural planning, scientific planning, rational layout, and enrollment nearby, so as to ensure that the planning and construction of primary and secondary schools and kindergartens are compatible with urban and rural development and population growth.
Rule three. The people's governments at or above the county level shall strengthen the planning and construction of primary and secondary schools and kindergartens within their respective administrative areas, and incorporate them into the national economic and social development planning, the overall land use planning and the urban and rural planning.
The education and planning departments of the people's governments at or above the county level are responsible for the specific work of the planning and construction of primary and secondary schools and kindergartens, and strengthen supervision and inspection; Housing and urban and rural construction, development and reform, finance, land and resources, public security and other departments should do a good job in the planning and construction of primary and secondary schools and kindergartens in accordance with their respective responsibilities.
Article 4? The planning department of the people's government of a city or county (city) divided into districts shall, jointly with the education department, organize the preparation of special plans for the layout of primary and secondary schools and kindergartens, and report them to the Standing Committee of the people's congress at the same level for the record after being approved by the people's government at the same level.
Special plans for the layout of primary and secondary schools and kindergartens shall not be changed without authorization. If it is really necessary to change due to public interests, it shall be submitted for approval and filing in accordance with the procedures specified in the preceding paragraph.
Town planning and township planning should include the layout of public service facilities such as primary and secondary schools and kindergartens.
Article 5? The preparation of special plans for the layout of primary and secondary schools and kindergartens should comprehensively consider the population capacity, distribution, transportation, environment and urbanization process of the planned residence within their respective administrative areas. The people's governments of cities and counties (cities, districts) with districts shall scientifically determine the layout, service radius, quantity and scale of primary and secondary schools and kindergartens in accordance with the relevant provisions of the state and the province and in light of local conditions.
