In fact, the art of leadership exists in every kind of leadership behavior, and there will be as many kinds of leadership behaviors as there are, such as the art of employing people, the art of unity, the art of criticism, the art of decision-making, and the art of command. And there are many actual types. Differentiated from the influence of scope, it can be planned as a global, local and professional leadership art; From the category of leadership affairs, it can be planned as the art of authorization, the art of employing people, the art of luck and the art of handling.

(A) the influence of the art of administrative leadership in the sense of administrative scope

1. The art of global leadership, that is, focusing on the overall situation, being good at understanding the overall situation, being good at identifying opportunities, grasping favorable opportunities and being able to make good use of opportunities, is the basic requirement for administrative leaders to work effectively. At the same time, on the basis of mastering the art of local leadership, we can correctly handle the relationship between the whole and the local and solve the local micro-problems, so as to improve work efficiency.

2. Professional leadership. It is what administrative leaders at all levels need to grasp and apply in combination with their own work practice. Any leader should truly and thoroughly understand and master the current situation, problems, potential and trends of his industry department, and must also have relevant professional and technical skills. (B) the art of leadership in the types of administrative leadership affairs

1. Authorized art Authorization means that the superior gives the subordinate certain rights and responsibilities, so that under its leadership and supervision, the subordinate has the corresponding autonomy and action command to achieve the goal. Moderate decentralization can authorize leaders to grant appropriate decision-making power to appropriate subordinates, so the key to determining the effectiveness of authorization is the right person. In other words, decide what to grant. To whom? How to grant?

(1) Authorization method. According to different factors such as the specific situation of work and the working ability of subordinates, the following authorization methods can be adopted respectively: open authorization, full authorization, insufficient authorization, flexible authorization and limited authorization. Public authorization means that authorization should be made public, and leaders should disclose work objectives, work contents, powers and terms of reference to relevant departments and individuals to avoid unnecessary problems such as "not buying" after authorization, which is also conducive to the supervision of others on the authorized person; Authorization is well-founded, that is, the leader authorizes in the case of clarifying the rights and obligations of both parties, and finally in writing. This not only has a basis, but also can clarify the boundaries of authorization and limit the offside or inadequacy of the authorized person.

(2) Select "Authorized Person". It is very important to authorize administrative leaders, so choosing the right authorized person is the key, so it is necessary to formulate a selection standard to help you find the talents you need from the vast sea of people and choose the best ones? As an administrative leader, we must abandon selfishness, love talents, choose talents and appoint people, and give full play to the role of subordinates. At the same time, leaders should overcome the xenophobia and narrow jealousy of seeking common ground while reserving differences. The following elements deserve attention: noble moral character, adaptability and flexibility, attitude, enthusiasm and loyalty, communication ability, independent work ability, teamwork ability, leadership ability and creativity, among which attitude, enthusiasm and loyalty are the most important qualities.

2. The art of employing people. The art of employing people mainly pays attention to knowing people and making good use of them, which is the inevitable requirement of maximizing the use of human resources and the minimum requirement of employing people. However, the word "knowing people and making good use of them" seems simple, but it is not easy to do. How to know people, there are too many theories and specific methods of leadership at home and abroad. The so-called "knowing people" means fully understanding the advantages and disadvantages of others and finding and identifying talents in time. Everyone has his own "long" and "short". Everyone has his unique advantages and inevitable disadvantages. People have no absolute advantages and disadvantages. The key is how leaders use their strengths. "Knowing people" is to "do a good job", that is, give full play to the talents of all kinds. Ancient thinkers and politicians in China put forward many important principles of employing people by summing up practical experience, among which, knowing their advantages and disadvantages, making full use of their strengths and avoiding their weaknesses, knowing their subordinates, reasonable rewards and punishments, appropriate incentives, and the combination of employment and support have great influence on society. Guan Zhong, a politician in the early Spring and Autumn Period, said in Guan Zi Quan Xiu: "Behaviour can give officials, and Luneng can give opportunities." Xunzi also advocated that "any official should do what he can". He said: "Be an official with virtue and an official with talent."

Anyone who has done something in the future will also implement this policy. Liu bang advocated that "the title should be based on virtue, and the rank should be based on ability." ③ On the question of "examiner", Lu Zhi not only made a systematic exposition in theory, but also put forward a set of concrete measures. He advocated that the level of official achievements and talents should be determined through strict examination as the basis for promotion and demotion. It can be seen that Lu Zhi linked the selection and appointment of talents with the assessment of talents, and emphasized that we should do what we can and appoint people on their merits, which is worthy of attention. Humanity is the most unpredictable thing. If managers can master the mystery, all management problems will be solved.

3. The art of doing things. While doing a good job in their own leadership, administrative leaders should focus on their own careers and be loyal to their duties. They should also establish a correct view of power, be modest and prudent, seek truth from facts, be honest and clean, be open and aboveboard, suit their own needs, be tolerant and generous, and so on. Looking at the overall situation of the world, things are sporadic and messy, but in fact there are only two factors, one is people, the other is things, people have to do things, and people have done their work well. In the position of leader, the object of dealing with things is people. People's personality, ideological understanding, way of thinking, spiritual realm and personal pursuit are different, and their abilities are also strong and weak. We can't generalize, but treat them differently according to their different situations, which is precisely the main principle of administrative leaders.

4. The art of luck. The art of luck includes not only the leader's time arrangement for handling his own work, but also his understanding and operation of the time limit for handling various affairs within the organization. Generally speaking, the game art that is of great help to improve leadership efficiency mainly includes the following aspects:

(1) scientific operation time. This is the most important way to improve leadership effectiveness. Leaders must plan their time scientifically if they want to achieve the administrative objectives of the organization and strive to achieve the best results. In leadership work, scientific management of time is an important art of leadership. For leadership effectiveness, winning the initiative of time means victory.

(2) Reasonable arrangement of work procedures. That is, the leader reasonably arranges the proportion of time consumption, classifies the work to be completed according to the priority and scale of the work, arranges it in chronological order, and then completes it step by step according to the predetermined plan. The basic requirements for reasonable arrangement of work procedures are: 1) Clear work order, giving priority to the first and second. 2) Establish strict time limit requirements, put forward clear time limit requirements for specific work, strictly standardize the time limit plan, and check or summarize the completion according to the pre-specified time limit. 3) The most important thing is to arrange and handle the daily work plan of global work and local work.
