Translation:
If generals and soldiers want to win the battle, they must take into account the weather, the quality of soldiers and people, and must have good weather, soldiers and corresponding combat effectiveness. Therefore, it is a race against time to send troops when the weather is adapted and the corresponding combat power is available, but the time is not yet ripe. Now that the corresponding combat power is available, mature fighters are available.
However, it is against the sky to send troops without weather conditions, and it is against the people to send troops under the conditions of adapting to the weather and catching up with fighters, but not having the corresponding combat effectiveness of soldiers. A wise general will never be an enemy of heaven, the times or the people when he leads troops to fight.
