Can I open a kindergarten on industrial land?
Industrial land can only be opened after the land use is changed, and kindergartens cannot be opened without changing the land use.

According to Article 18 of the Provisional Regulations on Assignment and Transfer of Urban State-owned Land Use Rights in People's Republic of China (PRC), "If a land user needs to change the land use as stipulated in the land use right assignment contract, he shall obtain the consent of the assignor, re-sign the land use right assignment contract with the approval of the land management department and the urban planning department, adjust the land use right assignment fee, and register." In other words, the land use can be changed after the above conditions are met. Land users can build kindergartens on the original industrial land after completing the conditions stipulated in the above laws.
