(2) To organize the formulation of educational reform and development plans and annual plans, put forward policies on educational system reform and organize their implementation, be responsible for the strategic research on educational reform and development, plan and guide the layout adjustment of schools at all levels in conjunction with relevant departments, and be responsible for the statistics, analysis and release of education-related data. (three) responsible for the overall management of provincial education funds, supervision and statistics of the investment, implementation and use of local financial education funds, and guide the capital construction and financial management of schools. (four) comprehensive management of compulsory education, ordinary high school education, preschool education and special education, ethnic education, responsible for promoting the balanced development of compulsory education and promoting education equity, promoting the reform of basic education and teaching, and fully implementing quality education. (five) responsible for the overall planning, comprehensive coordination and macro management of vocational and technical education, undertake the management of vocational and technical education and adult education, and guide the adult cultural education, community education, employee education and farmers' cultural and technical education in the province. (six) comprehensive management of higher education, guiding the reform of the management system of institutions of higher learning, organizing the examination of the establishment, renaming, cancellation and adjustment of institutions of higher learning, and organizing the implementation of the relevant provisions of the national degree management. (VII) To be responsible for the planning and guidance of scientific research in the education system, to guide all kinds of scientific and technological work in colleges and universities, to guide the construction of key disciplines and scientific research innovation platforms in colleges and universities, to guide Industry-University-Research to combine relevant scientific and technological industries, to guide schools to carry out scholarships, aid programs and work-study programs, and to guide school logistics and school-run industrial work. (VIII) Take the lead in supervising and inspecting the implementation of educational laws, regulations, principles and policies in schools at all levels, supervise the government and schools to organize educational law enforcement according to law, supervise and inspect the fulfillment of educational duties and consolidate and improve the work of "two basics", organize and guide the supervision, inspection and acceptance of secondary and below education, be responsible for educational evaluation, and check and monitor the quality of education and the level of running schools.
