Safety production law
Article 21 The production and business operation entity shall educate and train the employees in production safety, so as to ensure that the employees have the necessary knowledge of production safety, be familiar with the relevant rules and regulations on production safety and safe operation procedures, and master the skills of safe operation in their posts. Employees who have not passed the safety education and training are not allowed to work at their posts.
Article 22 When adopting new technologies, new processes, new materials or new equipment, production and business units must understand and master their safety technical characteristics, take effective safety protection measures, and conduct special safety education and training for employees.
Provisions on Safety Training of Production and Business Units (Order No.3 of state administration of work safety)
Twelfth processing, manufacturing and other production units of other employees, before taking up their posts, must go through the factory (mine), workshop (workshop, area, team), team three-level safety training and education.
Production and business units shall conduct safety training for other employees according to the nature of their work, so as to ensure that they have the knowledge and skills of safe operation and emergency response in their posts.
Thirteenth new employees of production and business units, pre-job safety training time shall not be less than 24 hours.
The safety training time for new employees in coal mines, non-coal mines, dangerous chemicals, fireworks, metal smelting and other production and business units shall not be less than 72 hours, and the annual retraining time shall not be less than 20 hours.
Fourteenth factory (mine) level pre-job safety training should include:
(a) the safety situation of the unit and the basic knowledge of production safety;
(two) the safety production rules and regulations and labor discipline of the unit;
(three) the rights and obligations of employees in production safety;
(4) Relevant accident cases, etc.
Factory (mine) level safety training for coal mines, non-coal mines, dangerous chemicals, fireworks, metal smelting and other production and business units shall include accident emergency rescue, accident emergency plan drills and preventive measures.
Fifteenth workshop (section, area, team) level pre-job safety training should include:
(1) Working environment and risk factors;
(2) Occupational injuries and casualty accidents that this type of work may suffer;
(three) the safety responsibilities, operating skills and mandatory standards of the type of work;
(four) self-help and mutual rescue, first aid methods, personnel evacuation and on-site emergency treatment;
(five) the use and maintenance of safety equipment and facilities and personal protective equipment;
(six) workshop (section, area, team) safety production status and rules and regulations;
(seven) measures to prevent accidents and occupational hazards and safety matters that should be paid attention to;
(8) Relevant accident cases;
(nine) other contents that need training.
Article 16 Pre-job safety training at team level shall include:
(a) post safety operation procedures;
(2) Safety and occupational health problems between posts;
(3) Relevant accident cases;
(four) other contents that need training.
Article 17 Employees of production and business operation entities who adjust their posts or leave their posts for more than one year to re-take up their posts shall re-receive safety training at the workshop (workshop section, area, team) level and team level.
When the production and business operation entities adopt new technologies, new processes, new materials or new equipment, they shall re-conduct targeted safety training for relevant employees.
Eighteenth production and business units of special operations personnel must receive special safety training in accordance with the provisions of relevant laws and regulations of the state, after passing the examination and obtaining the qualification certificate of special operations, can work at their posts.
The scope of special operations personnel and management measures for training and assessment shall be formulated separately.
