Students receiving compulsory education do not charge tuition fees, miscellaneous fees and borrowing fees, and textbook fees and homework fees are gradually exempted. Article 4 Compulsory education shall be implemented by the people's governments at the provincial level as a whole, with the county-level people's government as the main management system.
The provincial people's government formulates the implementation plan of compulsory education in the whole province, decides on major issues of compulsory education, co-ordinates the implementation of compulsory education funds in the whole province, guarantees the compulsory education funds of the people's government at the corresponding level, organizes the implementation of compulsory education in the whole province and conducts supervision and inspection.
The municipal and state people's governments shall formulate plans for the implementation of compulsory education within their respective administrative areas, guarantee the funds for the implementation of compulsory education by the people's governments at the corresponding levels, and supervise and inspect the implementation of compulsory education by their subordinate departments and people's governments at lower levels.
The people's governments at the county level are responsible for the specific management of compulsory education, formulate the development plan of compulsory education in their respective administrative areas, plan and build schools, strengthen the construction of teachers, guarantee the funds for compulsory education of the people's governments at the corresponding levels, and ensure the normal operation and safety of schools.
Township people's governments and subdistrict offices (communities) shall do a good job in the implementation of compulsory education in accordance with the prescribed responsibilities. Article 5 The education administrative department of the people's government at or above the county level shall be specifically responsible for the implementation of compulsory education; Other relevant departments are responsible for the implementation of compulsory education within their respective responsibilities. Article 6 People's governments at or above the county level shall rationally allocate educational resources, promote the balanced development of compulsory education, ensure the implementation of compulsory education in rural areas, poverty-stricken areas and ethnic minority areas, and ensure that school-age children and adolescents with financial difficulties, disabled children and adolescents, left-behind children in rural areas and migrant workers receive compulsory education.
Encourage economically developed areas to support poor areas and ethnic minority areas to implement compulsory education. Seventh people's governments at or above the county level and their education administrative departments shall implement quality education to promote the all-round development of students.
Schools should carry out educational and teaching activities in accordance with the requirements of quality education.
Social organizations, families and individuals should create a good environment for the implementation of quality education. Eighth compulsory education to implement the supervision system.
The education supervision institutions of the people's governments at or above the county level shall, under the leadership of the people's governments at the corresponding levels, be responsible for organizing and implementing the supervision of compulsory education within their respective administrative areas, and accept the guidance of the higher education supervision institutions.
The people's governments at or above the county level shall establish a system of supervision and evaluation of compulsory education, a system of announcement of supervision results and a system of rewards and punishments. Article 9 The target responsibility system and accountability system for compulsory education shall be implemented, and the balanced development of compulsory education, enrollment guarantee, construction of teachers' team, quality education, investment in funds, and school safety shall be taken as the important contents for assessing the principal responsible persons of the people's governments at or above the county level and their relevant departments. Chapter II Balanced Development Article 10 The people's governments at or above the county level shall incorporate the balanced development of compulsory education into the economic and social development plan, establish and improve the guarantee mechanism, rationally allocate educational resources, narrow and eliminate the gap between urban and rural areas, regions and schools, and gradually realize the standardization of compulsory education facilities and equipment, the balance of teachers and the integration of education quality.
The education administrative departments of the people's governments at or above the county level shall promote the sharing of educational facilities, equipment and teachers between urban and rural areas, between regions and between schools. Eleventh provincial people's government should improve the financial transfer payment system of compulsory education funds and increase the transfer payment to rural areas, poverty-stricken areas and ethnic minority areas. The people's government at the county level shall, in accordance with the provisions, use all the transfer payment funds for compulsory education. Twelfth people's governments at or above the county level shall speed up the implementation of the standardization of compulsory education schools, strengthen the transformation of weak schools, the construction of rural boarding schools and the expansion of urban schools, and ensure that urban and rural compulsory education schools meet the standards for running schools.
In remote mountainous areas with scattered population, teaching points should be set up reasonably. Article 13 The people's governments at or above the county level shall, according to the needs, plan and set up boarding schools to ensure that school-age children and adolescents in mountainous areas, remote areas and ethnic minority areas with scattered populations receive compulsory education, and give living allowances to boarding students with financial difficulties.
The people's governments at or above the county level shall do a good job in the construction of boarding school dormitories, canteens, clinics, bathrooms, toilets and other infrastructure.
The people's governments at or above the county level shall reasonably verify the number of teaching staff in boarding schools, and equip them with necessary dormitory management personnel, canteen staff, security personnel and medical personnel.
People's governments at or above the county level shall provide lunch conditions for students living far away from non-boarding schools and provide students with sanitary drinking water. Article 14 The education administrative department of the people's government at or above the county level shall establish and improve the mobility system of teachers and principals, improve the encouragement policies, and promote the rational mobility, cooperation and exchanges of teachers and principals between urban and rural areas, between regions and between schools.
The people's government at the county level and its education, organization, human resources and social security departments should allocate teachers' resources in a balanced way, and tilt towards rural schools, ethnic schools and weak schools in terms of staffing, post setting, job (title) evaluation and employment, backbone teachers' equipment, training of academic leaders, and exchange of teachers and principals, so as to improve the distribution structure of teachers' disciplines, academic qualifications, positions and ages in urban and rural schools and promote the relative balance of teachers between schools.
Implement the system of urban teachers teaching in rural schools or weak schools and teaching in rotation. Urban school teachers who have no teaching experience in rural schools or weak schools and no teaching records shall not be promoted to the position of teachers at the next higher level.
