Coming to this special examination center located inside the prison, large-scale exhibition boards such as "I wish prisoners good grades" and "Rules for the examination room of self-taught higher education in Jiangsu Province" are particularly eye-catching. When I came to the examination room, the bright classroom, neat tables and chairs, and the banner with the words "Hongzehu Prison Test Center for Jiangsu Higher Education Self-taught Examination" gave people the impression that it was no different from the examination room in society, and the atmosphere of the examination room was no different from the outside world. It's just that the invigilator has two policemen in each examination room except the teachers of Sihong County Self-taught Examination Office, and the candidates sitting neatly in a row are all prisoners wearing prison uniforms.
Man Feng, chief of the prison education and reform department, said that setting up self-study exams in prisons is an effective measure to implement the "primary standards" put forward by the central authorities, which will continuously promote prisons to improve the quality of reform, improve the cultural level of prisoners, and lay a solid foundation for the re-employment of prisoners after they are released from prison. Since the establishment of the self-study examination center for the first time in Hongzehu Prison in autumn of 2009, various measures have been taken to encourage prisoners to take the self-study examination, improve their cultural quality and encourage prisoners to take the road of self-study. Last year, 6 1 prisoners signed up for 123 courses, and 57 courses passed, reaching 47%, of which 2 prisoners scored above 90, 80 1 prisoners scored above 80, and1prisoners passed all three courses at one time.
Although Hongze Lake Prison is located in a remote farm, the detention conditions are relatively simple, and the construction of supervision hardware facilities is also very weak, but the prison has not relaxed its efforts in education and reform. On the basis of doing a good job in literacy and primary and secondary education for prisoners, we should mobilize and encourage prisoners with self-study ability, actively register for higher education self-study exams, change their sentences to semesters, and strive to prepare for returning to society and employment after serving their sentences. According to the relevant laws and regulations of the state, the prison has specially formulated and promulgated incentive policies and measures to encourage prisoners to take self-study exams, and increased the incentives. In addition to giving appropriate bonus points to prisoners who pass a course, appropriate material rewards are also given. For prisoners from poor families who want to study by themselves, the prison will start the poverty alleviation and reform fund in time, and take part of the funds to support prisoners to sign up for the self-study exam. Registration fees and teaching materials will be free. At the same time, for prisoners who take part in the self-taught examination, the prison takes the prison area as a unit and organizes some young policemen with higher educational level to give special classroom counseling. Spend three nights a week, organize reference personnel to study intensively according to the study plan, and have police school teachers to be responsible for counseling.
17 in the morning, special candidates in the examination room sometimes meditate and sometimes work hard to write. Chen Baohua, deputy section chief of the Prison Reform Department, said that the state policy encourages criminals to actively learn cultural knowledge, speed up ideological reform, master a skill and lay a good foundation for employment after they are released from prison. As long as they can stand on their own feet, the probability of recidivism will be greatly reduced and the society will become more harmonious, which is also the contribution made by prisons to building a harmonious society.
Prison leaders at all levels attached great importance to it, especially the introduction of a series of preferential policies, which greatly stimulated the reference enthusiasm of prisoners. A total of 98 prisoners took the exam in 227 classes. Last autumn, 37 candidates were added, and the number of reference personnel and examination subjects increased significantly compared with the last time.
