On-the-job teachers belong to the staff of civil servant management and are not allowed to do business. Civil servants and institutions are not allowed to work part-time and engage in illegal profit-making activities, and they can't get paid for part-time jobs in enterprises. Although the staff of public institutions can't work part-time in violation of regulations, they can leave without pay or engage in other entrepreneurial activities in subordinate enterprises in accordance with the relevant provisions on encouraging professional and technical personnel of public institutions to innovate and start businesses issued by the State Council, and retain their career establishment within three years. That is to say, if the business establishment personnel want to engage in part-time activities such as street stalls, in principle, they are not allowed to engage in normal on-the-job activities, but those who leave their jobs without pay are not restricted as entrepreneurial activities.
