Teachers in public welfare posts are regular teachers. The purpose, objectives, contents, distribution methods and standards of business activities of public welfare institutions are determined by the state. Business activities are not allowed, and their funds need financial support from the state. There are two kinds of public welfare jobs. One is a public welfare post established by the local government to solve the employment problems of residents with difficulties in community management, sanitation and greening, and to take care of residents with difficulties in family life, and to promote their employment and solve their difficulties in life with financial contributions. There are also public welfare jobs, which refer to zero employment and one college student in one village. In order to solve the employment problem of local college students, city and county governments recruit students through personnel departments. Most of the work is in townships and street institutions.
