To make leading cadres "not want to rot", we must improve their ideological quality and moral cultivation, constantly supplement the "calcium" of ideals and beliefs, and form an ideological and moral defense line of "not wanting to rot". Through the continuous education of leading cadres' ideals and beliefs, moral sentiments and behavioral norms, they can consciously limit the expansion of selfish desires in the process of exercising public power, so as to achieve the goal of being honest and clean.

To make leading cadres "clean", we must start from the source, improve the mechanism, form a set of "clean" strict system, and greatly reduce the "success rate" of corruption. Insist on deepening reform and innovation, form a system, mechanism and legal system that will make it difficult for corrupt elements to succeed as soon as possible, strengthen supervision over leading cadres beyond eight hours, and broaden the channels of supervision, that is, regulate the use of public power by leading cadres through a set of systems, legal systems and mechanisms, making it difficult for them to abuse power for personal gain.

To make leading cadres "dare not corrupt", it is necessary to strengthen law enforcement and form a disciplinary mechanism and social atmosphere of "dare not corrupt". Increase the transparency of power operation, punish corruption, make the operation of administrative power obvious to all, and avoid "black-box operation". Once corruption happens, there will be a smooth and agile system of accusation, accusation and recall to expose and stop this behavior, so that corrupt elements will not be "happy for a while" but "worried for a while and tortured for life".
