Article 1 In order to prevent and punish fraud in educational statistics, improve the implementation of the leadership responsibility system of educational statistics institutions, and ensure the quality of statistical data, these Provisions are formulated in accordance with the Statistics Law of the People's Republic of China, the Regulations for the Implementation of the Statistics Law of the People's Republic of China, and the Suggested Measures for the Punishment of Persons Responsible for Statistical Violations.
Article 2 These Provisions shall apply to the personnel in charge of education statistics management and work in the education administrative departments at all levels.
Article 3 Improve the responsibility system for preventing and punishing statistical fraud and fraud, adhere to the combination of collective leadership and individual division of responsibilities, and establish a responsibility system that pays attention to the first level and implementation at different levels in accordance with the principle of "who is in charge, who is responsible, and who counts".
Article 4 The principal responsible persons of education administrative departments at all levels shall bear the main leadership responsibility for preventing statistical fraud and fraud; The person in charge of education statistics has direct leadership responsibility.
The main responsibility is to organize and implement the decision-making arrangements of the CPC Central Committee and the State Council on statistical work; Promote the establishment of a responsibility mechanism to prevent statistical fraud and fraud; To study and formulate work plans and measures to prevent and punish statistical fraud and fraud; Take the lead in observing and implementing statistical laws, regulations and rules; Improve the working mechanism of educational statistics, strengthen the construction of statisticians, and ensure the funds and conditions for educational statistics.
