Colleges and universities should make overall use of special funds for higher education to support the development of postgraduate education.
Third, improve the policy system of postgraduate education awards and assistance.
The central and autonomous regional governments have increased their investment in postgraduate scholarships, and institutions of higher learning have made overall plans for self-raised funds, research funds, student loans, social donations, etc., increased their efforts to award and supplement postgraduate students, established and improved a diversified scholarship policy system with government input as the main factor, and improved the treatment level of postgraduate students.

Colleges and universities should make overall use of scientific research funds, tuition income, social donations and other funds according to regulations, set up graduate students' "three-help" posts and provide "three-help" subsidies. In principle, the research assistance allowance is mainly paid by the labor expenses in the research project funds, and the funds needed for the teaching assistant allowance and the management assistance allowance are borne by the universities. Colleges and universities should attach importance to the establishment of research funding posts and increase research funding, establish and improve the tutor responsibility system and tutor project funding system, and fully mobilize the enthusiasm of graduate students to participate in scientific research and social practice. Colleges and universities should increase their support for postgraduate training, support qualified postgraduate students, especially doctoral students, to carry out independent research, and give inclined support to disciplines with less research funds such as humanities and social sciences and basic disciplines. The standard of "three assistance" allowance for graduate students is reasonably determined by institutions of higher learning according to the relevant provisions of the state and factors such as local price level.
(3) Establish a postgraduate scholarship system. Starting from the fall semester of 20 14, graduate students will be awarded and supported to complete their studies better. The funds required for postgraduate scholarships are implemented by colleges and universities in combination with financial funds, tuition income, social donations and other funds. The coverage, grades, specific standards and evaluation methods of graduate academic scholarships are determined by institutions of higher learning according to factors such as graduate academic performance, scientific research achievements, social services and family economic status, and are specifically responsible for organizing the implementation. The standard of postgraduate scholarship shall not exceed 60% of the national scholarship standard for postgraduate students in the same period. Colleges and universities should dynamically adjust the coverage, grades and reward standards of graduate academic scholarships according to the actual situation. Postgraduate scholarships are inclined to basic disciplines and disciplines (majors and directions) urgently needed by the country.
According to the standard of 1 10,000 yuan per doctoral student and 8,000 yuan per master student per year and a certain proportion of the number of students in the school, the finance of the autonomous region will support the funds needed for the establishment of postgraduate academic scholarships in colleges and universities. The specific implementation measures shall be formulated separately by the financial department and the education department.

The interest discount and risk compensation of the national student loan for graduate students shall be borne by the central and autonomous regional governments according to the current measures. Tuition compensation and national student loan compensation policies shall be implemented for graduate students who work at the grassroots level and in hard and remote areas and enlist in the army.
(6) Improve supporting policies and measures. Colleges and universities should fully reduce tuition fees, grant subsidies for special difficulties, open up a "green channel" for freshmen, and increase funding for graduate students with financial difficulties. Colleges and universities should, in accordance with the relevant provisions of the state, withdraw 5% of their business income in full for student scholarships, including postgraduate scholarships. Further implement and improve the preferential policies to encourage donations, and actively guide and encourage enterprises, social organizations and individuals to set up postgraduate scholarships and special research projects for colleges and universities, or provide practical internship positions and job training opportunities. Encourage qualified institutions of higher learning to set up scholarships for international students and attract outstanding foreign students to study for postgraduate degrees in China.
Four, establish and improve the postgraduate education fee system.

At this stage, the tuition standard for full-time degree graduate students should not exceed 8,000 yuan per master student and 0/10,000 yuan per doctoral student in principle.
(C) Graduate tuition income management. Postgraduate tuition fees are charged according to the academic year, and may not be charged in advance. Postgraduate tuition income is included in the financial special account management according to the regulations, and a "two lines of revenue and expenditure" is implemented, which is used by colleges and universities as a whole for postgraduate teaching, scientific research and improving treatment.
(four) the specific measures for postgraduate education fees shall be formulated separately by the price bureau of the autonomous region in conjunction with the Department of Finance and the Department of Education.
