In order to straighten out the relationship, strengthen business ties with Ministry of Human Resources and Social Security and the Ministry of Education, and facilitate business and counterpart exchanges with other provinces and cities, according to the spirit of the meeting of the Standing Committee of Hainan Provincial Committee on July 5, 2002, and with the approval of the Hainan Provincial Organizational Planning Committee in document Bian Qiong [2002] No.84, the former Hainan Provincial Talent Exchange Service Center (Hainan Provincial Employment Bureau), Hainan Provincial College Graduates Employment Guidance Center (Hainan Returned Students Workstation) and Hainan Provincial Human Resources Development Center were merged to form "Hainan Province Human Resources Development Center". One institution with two brands is implemented. The main name for external use is "Hainan Human Resources Development Bureau" and the deputy name is "Hainan Employment Bureau".

Hainan Human Resources Development Bureau (Hainan Employment Bureau) now mainly undertakes the management service functions of talent introduction, talent exchange, personnel agency, file keeping, job introduction, Hainan human resources market, inter-provincial employment, labor service enterprises, unemployment insurance, overseas employment, employment training and re-employment, employment guidance service for college graduates, employment and entrepreneurship of returned overseas students, title examination and skill appraisal. At present, our bureau not only has most of the executive functions of the provincial personnel and labor security department, but also integrates the talent and labor market, taking into account the employment guidance service for college graduates and the employment and entrepreneurship of returned students. This kind of system and resource advantage is unique in China. These advantages provide a broad working platform for our bureau to give full play to the basic role of market mechanism in the allocation of human resources and provide human resources support for the socio-economic development of the province.

The South Provincial Human Resources Development Bureau (Hainan Employment Bureau) now has five departments: comprehensive department, employment guidance department, vocational skill appraisal department, professional title examination department and talent management service department. There are two centers: Hainan Overseas Employment Agency, Hainan Labor Management Office and Hainan Human Resources Training Center.

In order to speed up the establishment and improvement of the market-oriented employment mechanism and adapt to the employment needs of Hainan Province under the new situation, according to the requirements of the former Ministry of Personnel and the Ministry of Labor and Social Security that the construction of the talent labor market should be "three-oriented", our bureau built a talent labor market with a total area of 1368 square meters (recruitment hall-Hainan human resources market and online market-Tianya human network) in February 2000. Fixed recruitment booth 100 (temporary increase can reach 300), which can accommodate 300 enterprises to enter the market at the same time, and 10000 people will enter the market to apply for jobs. In addition to the advanced large-scale electronic display screen, the recruitment hall is also equipped with a multimedia audio-visual system and a multimedia touch inquiry system.
