The main purpose of setting up the experimental zone for comprehensive reform of basic education by the Ministry of Education is to thoroughly implement the important spirit of the Fifth Plenary Session of the 19th CPC Central Committee on building a high-quality education system and conscientiously implement the major decision-making arrangements of the central authorities on basic education.

Especially since the National Education Conference, the spirit of the important documents of the Central Committee on preschool education, compulsory education and ordinary high schools has further explored and deepened comprehensive reform, promoted the popularization, inclusive, safe and high-quality development of preschool education, balanced development of compulsory education, diversified and characteristic development of ordinary high schools, and comprehensively improved the quality of basic education.

The experimental area of comprehensive reform of basic education of the Ministry of Education covers cities under provincial jurisdiction, cities under separate state planning, sub-provincial cities, prefecture-level cities, high-tech industrial development zones, county-level cities and so on, which is widely representative.
