The Education Bureau has no right to disclose information through mobile phone numbers. It's illegal to divulge other people's telephone numbers. Personal telephone number belongs to personal privacy, and revealing personal number is suspected of infringing others' privacy, including personal information.

Personal information includes natural person's name, date of birth, ID number, biometric information, address, telephone number, email address, health information, whereabouts information, etc.
