In order to conscientiously implement the Regulations on the Prevention and Control of Geological Disasters, test the effect of the emergency plan for sudden geological disasters in Chengguan District, improve the rapid response ability, decision-making ability and disaster prevention and avoidance ability of the responsible department for the prevention and control of geological disasters in our district, and improve the emergency rescue and relief system. According to the requirements of provinces and cities, the People's Government of Chengguan District of Lanzhou City plans to conduct a geological disaster emergency drill on July 12, 2065 (preview on July 1 1 day). In order to ensure the smooth implementation of this drill, according to the Emergency Plan for Sudden Geological Disasters in Chengguan District, the drill plan is formulated as follows.
I. Purpose and significance
At present, it is the main flood season with frequent geological disasters, so it is of great significance to carry out emergency drills for geological disasters. Through drills, we will further improve the emergency response ability and awareness of disaster prevention and avoidance in response to sudden geological disasters, evacuate and avoid risks quickly and effectively in the face of disasters, strive to reduce losses caused by geological disasters, and ensure the safety of people's lives and property.

The principle of putting people first and giving priority to avoidance; The principle of unified leadership and graded responsibility; The principle of quick response and decisive measures; The principle of collaboration and close cooperation between departments.

The exercise command consists of eight working groups:
1. Integrated Coordination Group
Lead unit: District Government Emergency Office.
Responsibilities and tasks: Responsible for handling, coordinating, supervising and guiding matters related to emergency rescue. Inform the superior departments and leaders of the disaster situation; Convey the spirit of instructions from superior departments and leaders; Coordinate emergency action teams, experts and professional emergency rescue teams and relevant units to carry out emergency rescue work.
Personnel composition: 4 people.
Equipment configuration: 5 interphones.
2. Emergency rescue team
Lead unit: Public Security Chengguan Branch (fire control).
Duties and tasks: rescue trapped people and materials.
Personnel composition: 5 members of Donggang Fire Brigade.
Equipment configuration: 1 emergency rescue vehicle and other professional rescue tools.
3. Medical rescue team
Lead unit: District Health Bureau.
Duties and tasks: Responsible for the medical treatment and health and epidemic prevention of the injured.
Personnel composition: 5 people.
Equipment configuration: 1 ambulance, 1 stretcher, 1 sprayer.
4. Security team
Lead unit: Public Security Chengguan Branch.
Duties and tasks: Organize law enforcement forces to guard around the Third Railway Primary School, and cooperate with the street office to do a good job in personnel evacuation and safety guidance.
Personnel composition: 5 people from the Public Security Bureau; There are 5 people in the Law Enforcement Bureau, a total of 10.

5. Material Support Team
Lead unit: Civil Affairs Bureau.
Duties and tasks: according to the needs of emergency rescue and disaster relief, arrange emergency rescue and disaster relief communications, materials and emergency funds.

6. Traffic Control Section
Lead unit: Donggang Traffic Police Brigade.
Duties and tasks: Implement road traffic control, open a green channel for emergency rescue, and ensure that relief materials, equipment and personnel enter the disaster relief site in a timely and orderly manner.

7. Emergency investigation team
Lead unit: Land Chengguan Branch.
Duties and tasks: Organize relevant experts to conduct on-the-spot investigation on landslides; Implement vigilance around the disaster body, hang warning signs and conduct 24-hour monitoring; Formulation of emergency response plan.
Personnel composition: 2 geological disaster prevention experts and emergency monitoring personnel 10.
Equipment configuration: monitoring instruments, warning signs and warning lines.
8. Aftercare team
Lead unit: Railway Station Sub-district Office.
Duties and tasks: Count the injured and property losses, and appease the families of the injured.

Sixth, the content of the exercise.
1. Training background
Induced by continuous rainfall and heavy rainfall, the front edge of the mountain on the south side of the third primary school teaching building in Railway Station Street, Chengguan District partially collapsed, which damaged the classroom and injured many students. The situation is very urgent. It is necessary to immediately start the emergency plan, organize relevant departments to carry out their duties, evacuate the faculty and students safely in the shortest time, take emergency measures as soon as possible, and actively reduce the losses caused by disasters.
Step 2 practice the program
This drill is divided into five stages: emergency report stage, emergency response stage, emergency disposal stage, response cancellation stage and drill evaluation stage.
Seven. Exercise guarantee
(1) Preparation for the drill. The district government office is responsible, and the exercise plan and script are written by the Land Chengguan Branch.
(2) Exercise coordination ability. The regional emergency office is responsible for the coordination of the exercise.
(3) Funding guarantee. It is estimated that the total cost of this drill is 654.38+10,000 yuan.
Eight, drill requirements
(1) There are many units, personnel and vehicles participating in this comprehensive drill. All units must stand at a political height, pay attention to it ideologically, organize it well, and ensure the success of the drill.
(2) In order to ensure the effect and image of the drill, all vehicles and personnel participating in the drill must strictly abide by the discipline at the drill site and obey the leadership's command. Except for the set drill subjects, they are not allowed to act privately and enter and leave freely.
(3) Personnel entering the dangerous operation area must wear protective equipment, and all participants and vehicles should deal with it decisively when encountering special dangerous situations to ensure safety.
(4) The person in charge of each group should refine the details, and the responsibility should go to people to ensure the smooth progress of the drill.
The second part is the scene layout and process control of the drill.
First, the drill scene layout
After on-site investigation, the drill site meets the drill requirements. Emergency command and observation area, rescue and evacuation area (passage), rescue and resettlement area, publicity area, vehicle parking area and temporary parking lot are set up on site. (Draw the site layout)
1. Emergency command observation area
Two rows of tables and chairs are arranged in front of the teaching building on the east side of the exercise site as the exercise headquarters and observation area.
2. Rescue and evacuation evacuation areas (passages)
Located on both sides of the teaching building on the south side of the exercise site, it mainly simulates landslide alarm and personnel evacuation. Two evacuation routes were arranged at the scene for the emergency evacuation of about 400 students in grades 3-5 of the Third Railway Primary School.
3. Rescue and resettlement areas
The civil affairs department set up two tents at the drill site to simulate emergency headquarters and rescue and resettlement places.
4. Publicity area
Layout 10 geological disaster prevention exhibition board. At the same time, two propaganda slogans were hung on the drill site (improving the ability of geological disaster prevention and emergency response).
5. Vehicle parking area
Participate in drills and rescue vehicle parking areas.
6. Temporary parking lot
Except for emergency rescue vehicles, all participating departments' vehicles are parked in the municipal government compound (temporary parking lot).
Second, the exercise process control
(1) 9: 00: The drill personnel of all units arrive at the assembly area in front of the viewing platform, lead the team to sign in, hold a drill preparatory meeting, and announce the drill precautions.
(2) 9: 30: Introduce the background and observe the leaders and participating units (10 minute).
(3) 9: 40: The drill officially begins.
Simulate the landslide on the south side of the school teaching building, the monitor and the school report to the relevant departments, and the students are evacuated urgently (5 minutes).
(4) 9: 45: Fire engines and ambulances enter the scene to rescue the injured (5 minutes).
(5) 9: 50: Emergency member units report in turn. The site commander-in-chief issued an emergency rescue order.
(6) 10: 00: The on-site headquarters held a meeting to start the emergency plan and carry out emergency rescue according to the disaster situation.
(7) 10: 20: Inform the media about the disaster.
(8) 10: 25: Assemble the drilling machine.
(9) 10: 30: drill evaluation.

Third, the overall requirements of the exercise
(1) All units should arrive on time according to the timetable set by the drill, and try their best to arrive at the drill site in advance;
(2) Before the formal start of the drill, the personnel of each unit should gather at the podium and hold a drill to explain the matters. After the official start, except the participants, other personnel are not allowed to walk around the drill floor at will;
(3) All units should strictly abide by the drill procedures and do their own disposal actions in strict accordance with the drill script;
(4) This drill is a real-life simulation drill, so all participating units should conduct dress drills according to the actual needs of emergency rescue work;
(5) Vehicles of all units shall strictly abide by the parking system and be uniformly parked in the temporary parking lot on site and the parking lot of participating vehicles. After participating in the drill, the participating vehicles should be parked at the original site according to the designated location, and should not be parked at will;
(6) All participating vehicles should make signs or flags, indicating the words of geological disaster emergency rescue and the name of the unit, so as to facilitate dispatching;
(7) The disposal actions of personnel of all units on site shall last until the specified time after the registration begins, and the actions shall be terminated after the command is issued;
(8) The reporting time of each unit is limited to 5 minutes. After the report is completed, the person in charge of each unit can give orders to the personnel of the unit;
(9) Due to the large number of vehicles and personnel at the drill site, all participating units should strictly implement the safety system to ensure the safety of the participants;
(10) After the drill, all participants shall gather in front of the rostrum to participate in the drill evaluation, and shall not leave early;
