Legal basis: Measures for the Implementation of the Regulations of the General Office of Chongqing Municipal People's Government on Continuing Education of Professional and Technical Personnel in Chongqing.
Article 1 In order to implement the Regulations of Chongqing Municipality on Continuing Education of Professional and Technical Personnel (hereinafter referred to as the Regulations), strengthen the macro-management of continuing education of professional and technical personnel in our city, create an environment to encourage learning and positive innovation, and train a large number of professional and technical personnel to meet the needs of scientific and technological progress and economic and social development, these implementation measures are formulated in combination with the actual situation of our city.
Article 2 The term "professional and technical personnel" as mentioned in these Measures refers to on-the-job professional and technical personnel and professional and technical management personnel with junior titles or above and technical secondary school education or above.
The term "continuing education of professional and technical personnel" as mentioned in these Measures refers to the education of updating, supplementing, expanding and improving the knowledge and skills of on-the-job professional and technical personnel, improving their knowledge structure and improving their professional and technical level and innovation ability.
Article 3 Continuing education adheres to the people-oriented, capacity-building as the center, national demand and market demand as the guide, middle and senior professional and technical personnel as the focus, and the goal of improving the independent innovation ability of enterprises, and gradually forms an operating mechanism of macro management of government personnel departments, business guidance of industry authorities, independent organization of units, conscious participation of individuals and extensive participation of society.
Article 4 These Measures shall apply to the administrative departments of continuing education in this Municipality, the units where professional and technical personnel work and the professional and technical personnel.
