In order to implement the "Decision of the State Council on Vigorously Developing Vocational Education" (Guo Fa [2005] No.35), "gradually establish and improve the work-study program system, and carry out pilot projects for students to receive vocational education free of charge through work-study programs in some vocational colleges, and gradually promote them after gaining experience". On the basis of recommendation from various places, our department decided to set up 100 secondary vocational schools in advance (hereinafter referred to as pilot institutions, see annex).

First, fully understand the significance of the pilot work in vocational colleges.

Work-study combination is a learning system of modern vocational education, and it is a talent training mode of work-study combination and school-enterprise cooperation. Its basic form is school-enterprise cooperation to train students, and students complete their studies through work-study alternation. As early as 1950s and 1960s, some places and schools in China explored work-study programs and accumulated useful experience. In recent years, many vocational colleges adhere to employment orientation, and further explore new forms and practices of work-study combination, school-enterprise cooperation and part-time learning, and have achieved certain results. Practice has proved that establishing and perfecting the work-study program system is of great significance for fully implementing the Party's educational policy, following the laws of vocational education, realizing the combination of vocational education and productive labor, effectively promoting students' employment, helping students from poor families to receive vocational education at low cost or free of charge through work-study programs, promoting the development of vocational education, and cultivating high-quality workers who meet the needs of economic and social development.

All localities should take the pilot work of part-time study in some vocational colleges as an important task in the reform and development of vocational education in China at present, raise awareness and do a good job in implementation.

Two, the main content of the pilot program

1. Explore various forms of work-study programs under the new situation. Under the new historical conditions, work-study programs should take flexible and diverse forms according to the actual needs of school teaching and enterprise production. Pilot colleges and universities can pilot in some majors, and can also carry out work-study programs in all majors. In the specific form of work-study alternation, students can concentrate on studying at school for a period of time, and then practice in enterprises; We can implement the learning mode of alternating work and study for many times in schools and enterprises, and students can work while studying and finish their studies.

2. Explore the establishment of a teaching and management system that adapts to work-study programs. In accordance with the training objectives of vocational colleges stipulated by the state, pilot colleges should jointly study and formulate training programs for pilot professionals with enterprises, and determine the corresponding teaching contents and training methods. Implement flexible learning system; Explore teaching quality evaluation standards and student assessment methods; Reform enrollment, student status, teaching and related school management systems.

3. Explore the establishment of a long-term mechanism for school-enterprise cooperation. Pilot colleges and universities should provide high-quality workers for the development of enterprises, and enterprises should provide all kinds of support for the development of schools to achieve mutual benefit and common development between schools and enterprises.

Third, the implementation and management of the pilot work

1. The Ministry of Education is responsible for the overall management of the national work-study program pilots, coordinating relevant departments to study and formulate relevant policies and measures, taking charge of the macro guidance of 100 pilot universities, and summing up the promotion experience.

2. The provincial education administrative department shall, in accordance with the spirit of this circular, manage and guide the relevant work of pilot universities in the region, coordinate relevant departments in the region to study and formulate relevant policies and measures, and help solve the difficulties and problems in the pilot work.

3. Pilot colleges and enterprises should sign a written cooperation agreement, clarify the responsibilities and obligations of both parties in carrying out the work-study pilot work, jointly set up a work-study pilot institution, formulate a work-study pilot program, and be responsible for the specific organization and implementation.

4. The pilot work has been implemented since the autumn of 2006. Pilot colleges and universities should promptly report the pilot work plan to the provincial education administrative department for the record. The provincial education administrative departments should report the local pilot work plan and the list of pilot universities to our Department of Vocational Education and Adult Education before the end of 2006.

Four, do a good job in the pilot work of several requirements

1. All localities should earnestly strengthen the leadership of the pilot work of work-study programs, carefully plan and carefully organize their implementation. While doing a good job in guiding the pilot colleges and universities identified by our Ministry, we should also set out from reality and identify a number of pilot colleges and universities in our region. It is necessary to sum up the experience of the pilot work in a timely manner and commend the pilot colleges and enterprises that have made outstanding achievements.

2. All localities should give necessary support to pilot colleges and enterprises, and give priority to vocational colleges that carry out work-study programs when arranging special funds for central and local vocational education. Further implement the state's policy of giving tax incentives to enterprises that accept student internships and pay internship remuneration.

3. Pilot colleges and universities should arrange students to work and study in enterprises with advanced production technology, standardized management, good economic benefits and good social reputation in accordance with the principle of professional counterparts; Experienced teachers and enterprise personnel should be assigned to jointly take charge of the education, teaching and management of students. Pilot enterprises shall, in accordance with the relevant provisions of the state, provide corresponding personnel, venues, facilities and other conditions to support work-study programs, and pay reasonable remuneration to students.

4. Pilot universities and enterprises should strictly abide by relevant national laws and regulations and protect the legitimate rights and interests of students. It is necessary to strengthen the education of students' professional ethics, labor discipline, safety in production, self-help and self-care and mental health, improve students' self-protection ability, and take effective measures to prevent students from being physically and mentally injured in practice.

5. Education administrative departments at all levels and relevant research institutions should strengthen theoretical research and practical exploration of work-study programs, and actively provide consulting services for pilot colleges and enterprises. Strengthen the summary and publicity of the pilot work experience.
