The Regulations on Cadre Education and Training issued by the Central Committee of the Communist Party of China stipulates that the target of cadre education and training is all cadres, with emphasis on leading cadres of the Party and government at or above the county level and outstanding young people.

Cadres.

Cadres should participate in corresponding education and training according to different situations:

(a) to implement the centralized rotation training of the major decision-making arrangements of the party and the state;

(two) the party's basic theory and party spirit education training;

(3) New records of initial training (employment);

(4) On-the-job training for promotion to leadership positions;

(5) on-the-job training during the on-the-job period;

(six) specialized business training for special work;

(7) Other training.
