In order to further improve the establishment of model kindergartens in the province, strive to expand the high-quality resources of preschool education, give full play to the leading role of model kindergartens, and promote the overall level and quality of preschool education in the province. According to the Learning and Development Guide for Children Aged 3-6, Professional Standards for Kindergarten Teachers (Trial) (Shi [2065438+02]1No.), Kindergarten Staff Allocation Standard (Provisional) (Shi [2065438+03]1No.) Kloc-0/4 "Opinions of Shaanxi Provincial People's Government on Strengthening the Construction of Teachers in Primary and Secondary Schools" (Shaanxi [2010] No.50) and other relevant policies and regulations, combined with the actual situation, our office revised the Notice of Shaanxi Provincial Department of Education on Printing and Distributing Evaluation Standards for Demonstration Kindergartens in Shaanxi Province (Shaanxi [2007] No.51).

First, the reporting conditions

To declare the establishment of a provincial model kindergarten must meet three conditions: (1) to obtain the qualification for running a kindergarten, and the kindergarten has been open for more than 3 years (including 3 years); (two) was rated as a municipal (city demonstration) kindergarten and over 2 years (including 2 years); (three) the scale of the park is more than 6 classes (including 6 classes), and there are parallel classes.

Second, the declaration procedure.

(1) Kindergarten self-examination. The kindergarten to be declared shall conduct self-examination according to the evaluation criteria. Self-assessment meets the requirements, fill in the "Shaanxi Province to create a model kindergarten declaration form" (Annex 2) and report it to the local county (district) education department.

(2) Preliminary evaluation at county level. The county education department organized experts to conduct a preliminary evaluation against the evaluation criteria. To meet the conditions, in the form of documents, and attached to the "Shaanxi province demonstration kindergarten to create a county (city) level preliminary evaluation (re-evaluation) results summary table" (Annex 3), "Shaanxi province demonstration kindergarten to create a declaration form") reported to the municipal education department.

(3) Municipal reassessment. The municipal education department shall organize experts to re-evaluate the preliminary evaluation results of the county education department according to the "Evaluation Criteria". To meet the requirements, in the form of documents, and attached to the "Shaanxi province model kindergarten to create a county (city) level preliminary (complex) evaluation results summary table", "Shaanxi province model kindergarten to create a declaration form", before the end of March each year, the electronic version and text (in triplicate) submitted to the Provincial Department of Education.

Third, the evaluation procedure.

(1) Provincial assessment. The Provincial Department of Education organized experts to conduct preliminary investigation and park-by-park evaluation according to the evaluation criteria.

(2) improvement. The Provincial Department of Education takes the city as a unit, and issues rectification opinions one by one, and the kindergarten forms a rectification report, and fills in the "Shaanxi Province Demonstration Kindergarten Creation Rectification Plan Submission Form" (Annex 4), which is submitted to the Provincial Department of Education after being audited by the county and city education departments. The education departments of cities and counties are responsible for guiding, supervising and inspecting the rectification scheme of kindergartens, evaluating the rectification effect by stages and projects, and reporting the rectification situation of kindergartens to the Provincial Department of Education in graphic form (in duplicate). The Provincial Department of Education conducted spot checks and re-evaluated the rectification of kindergartens.

Four. Identification and management

(1) Evaluation results. According to the final evaluation results of the provincial expert group, it will be submitted to the office meeting for study, and it will be named in the form of a document after passing.

(2) Implement dynamic management. Randomly and irregularly check the named provincial model kindergartens and the Provincial Department of Education, and re-examine them once every five years. For provincial demonstration kindergartens that fail to pass the spot check and re-inspection, the education departments of municipalities (districts) shall be responsible for guiding and urging rectification within a time limit. If the rectification is unqualified, the title of provincial demonstration park will be cancelled.

(3) One-vote veto. In the following cases, the one-vote veto system is implemented for the creation work: 1. Failing to submit the professional evaluation report issued by the relevant departments such as health; 2 major safety accidents or major safety hazards; 3. Corporal punishment or disguised corporal punishment of children is against teachers' morality; 4. Illegal charges; 5. Contrary to the scientific concept of protection education, the phenomenon of "primary school" is serious; 6. Other causes have negative social impact.

Verb (abbreviation of verb) related requirements

(a) study hard and fully implement. "Evaluation Standard" is a reference standard to guide the establishment of provincial model kindergartens in various places, and it is also the main basis for the expert group to evaluate provincial model kindergartens. Municipalities (districts) education departments should organize relevant administrative, teaching and research and kindergarten personnel to seriously study, understand and implement the "Evaluation Criteria". The named provincial model kindergartens should be self-examined and improved according to the evaluation criteria. The education departments of cities (districts) should take various forms to guide and urge kindergartens to complete self-examination, and report the self-examination of provincial demonstration kindergartens within their jurisdiction to the Provincial Department of Education before the end of 20 14 12.

(two) overall planning, and actively create. The education departments of cities (districts) should combine the actual situation, make a reasonable layout, and promote the construction of demonstration kindergartens in a planned and focused manner. By 20 16, ensure that there are at least 1 provincial demonstration kindergartens in each county of the province, and form a guidance service network centered on provincial, municipal (district) and county-level demonstration kindergartens, covering all kinds of kindergartens at all levels.

(3) Demonstration and promotion. The education departments of cities (districts) should attach importance to the radiation leading role of provincial model kindergartens in implementing pre-school education policies and regulations, disseminating scientific education concepts, carrying out educational research, training and improving teachers' level, and guiding families and communities in scientific parenting, so as to promote the improvement of the level and quality of kindergartens at all levels in the province through activities such as pairing assistance, exchanges and seminars.

Six, "evaluation criteria" from the date of promulgation, valid for five years. The original "Evaluation Standard for Demonstration Kindergartens in Shaanxi Province (Provisional)" (No.51of Shaanxi Education Foundation [2007]) shall be abolished at the same time.
