The "Excellence" in the management system of independent colleges is reflected in the financing of school-running funds, market-oriented enrollment and employment, the organization of teaching resources and the employment of personnel, which can give full play to the role of market mechanism as much as possible and make independent colleges face the market and society. At present, education is greatly influenced by the market, which is changing rapidly. Only by making accurate and quick decisions can we seize the opportunity. Independent colleges have strong autonomy and are relatively less constrained by higher education management departments in decision-making, which is conducive to the management of independent colleges to make better use of the market mechanism, effectively mobilize and organize all forces, adopt target management and post responsibility system under the market mechanism, implement a relatively flexible management model, and highlight the management concepts of "governing schools according to law" and "people-oriented".

Deepening the reform of management system to meet the requirements of ideological and political education

The management system of independent colleges is different from that of public universities. Public colleges and universities implement the principal responsibility system under the leadership of the party Committee, and independent colleges implement the principal responsibility system under the leadership of the board of directors. The board of directors and dean of independent colleges are the "two wings" of the operation of independent colleges. Only by working together can they achieve the goal of mutual benefit and win-win. This unique management system makes the allocation of political workers, the construction of facilities and the investment of funds needed for ideological and political education in independent colleges depend on the attention of the board of directors. Therefore, it is necessary to urge the board of directors to fully understand the great significance of ideological and political education to the overall growth of students and the long-term development of the college through the system, and attach great importance to the ideological and political education of college students. In a word, correctly handling the relationship between the board of directors, the president and the party secretary has become the key to the healthy operation and sustainable development of independent colleges, and it is also the requirement of outstanding advantages and characteristics of ideological and political education for independent college students.

Establish a joint meeting system between the board of directors and the party and government. At the joint meeting of the board of directors and the party and government, the president and the party secretary should focus on the difficulties related to the development of the college around the reality and characteristics of the college, and organically integrate the party and government work into every detail of the college management. When discussing and deciding on major issues such as teaching, scientific research, personnel, the construction of teaching staff, ideological and political education and administrative management, the president and party secretary should actively support the work of the board of directors and make suggestions for the development of the college; On the other hand, we should conscientiously implement the line, principles and policies of the party and the state, actively guide independent colleges to correctly handle the interest relationship between the state and the college, ensure the implementation of national policies and regulations, ensure that the college runs schools according to law, and realize the coordinated development of scale, efficiency and quality. Dean and Party Secretary must fully implement Scientific Outlook on Development, strengthen and improve the ideological and political education of college students, do a good job in the daily ideological work of board members in education and teaching, and serve the growth of students.

Establish an efficient ideological and political education mechanism. Strengthen the unified guidance, coordination, evaluation, inspection and supervision of the college, arrange and standardize the ideological and political education and student management of the college, clarify the responsibilities of all departments of the school, cooperate closely, and effectively complete the corresponding tasks. The secretary of the Party Committee bears the leadership responsibility for the ideological and political education of college students, and should scientifically analyze the ideological situation and ideological and political education of college students, formulate the overall plan of ideological and political education, and make overall arrangements. The dean should be responsible for the all-round development of students' morality, intelligence, physique and aesthetics, preside over the formulation of the implementation plan of ideological and political education for college students in the administrative system, and carry out ideological and political education for college students through teaching, administrative management and logistics services, thus forming a good atmosphere and work pattern of "teaching and educating people". In the process of college management, it is necessary to establish a decision-making system that combines unity and separation, and adhere to equal emphasis on division of labor and centralization. No matter what kind of decision is made, the corresponding responsible department will conduct a feasibility study under the organization of the leader in charge, and make a detailed analysis of the favorable and unfavorable factors involved in the decision. No matter which department makes a decision, it should bear the relevant responsibility for the decision-making results.

Give play to the political core role of the party organization. "Ideological and political education is a part of the party's work, and strengthening the party's leadership over ideological and political education is the basis for doing a good job in ideological and political education." As an important part of China's higher education, independent colleges should give full play to their political core role in college construction and development and ideological and political education for college students, and provide strong political guarantee for training students to become socialist builders and successors. In this regard, independent colleges should make full use of their unique management system and their own advantages in running schools to effectively guarantee the political leadership, management participation and action supervision of party organizations. Independent colleges adopt appointment system and operate according to enterprise management mode, and all personnel relations adopt personnel agents. Party member, a faculty member, hardly shows a relatively high degree of recognition, but shows a multi-level and diversified development trend. Although the party organization does not have the power to appoint administrative cadres at or above the middle level of the college, it should put all middle-level cadres under the supervision of the party organization and play its role of supervision and guarantee. At the same time, Party organizations should increase the proportion and quantity of management posts at all levels in party member, especially ideological and political education posts, make suggestions for the development of the college, provide quality services, investigate and study major issues related to the long-term development of the college in advance, put forward constructive and directional opinions, take the lead in setting an example, and play the vanguard and exemplary role of Party organizations after making decisions to ensure the effective implementation of the decisions.

Ensure that ideological and political education forms a joint force. The cadres of the Party and government work group system are the backbone of the ideological and political education work team for college students, and are responsible for organizing, coordinating and implementing the work. Teachers of ideological and political theory courses and social science courses are an important force in the ideological and political education work team. They are responsible for ideological and theoretical education, moral education, situation and policy education and cultural quality education for students according to the contents and characteristics of disciplines and courses. Counselors and class teachers (learning tutors) are the backbone of ideological and political education. They are in the front line of ideological and political education. They should deeply understand the actual situation of students, carry out ideological and political education in a targeted manner, and give specific guidance to students' thoughts, daily life and study. In practical work, it is necessary to establish a coordination and communication mechanism to urge them to form a joint force and form an educational effect in the whole hospital.

Creating an Ideological and Political Education Model Based on Student Community

Due to the short development time of independent colleges, the student education management mode usually refers to or copies the operation mode of the parent college, that is, the ideological and political education is implemented through the way of "department-specialty-class". The talent training orientation of independent colleges is applied senior technical talents, and students' ideological and moral education and life management are often ignored, and ideological and moral education has become a weak link in talent training. In addition, the ideological and political education in student dormitories is relatively weak. Geographically speaking, a student community refers to a student living area composed of several adjacent student dormitories. If classes are the platform of ideological and political education in colleges and universities, then student associations are a better new platform for ideological and political education of students in independent colleges.

"Student apartments are an important place for students' daily life and study, and also an important position for students' extracurricular ideological and political education. "It can be seen that student associations, as an important window for the construction and management of campus spiritual civilization, are an important position to cultivate students' collectivism, cultivate students' good life and study habits, shape healthy psychological quality, and cultivate excellent quality and noble personality. Occupy the position of student associations is a new idea, a new exploration and an inevitable trend of ideological and political education and party-mass construction in independent colleges.

Taking South China Institute of Software Engineering, Guangzhou University as an example, the construction of class organization under the credit system exists in name only, and the concepts of student dormitory and student association are naturally strengthened. According to the practice of the University of Hong Kong, the College plans to implement the college education model, so that the student community can become the position of quality education outside the classroom. At present, this plan is in the exploratory stage. Although it has not been formally implemented, there is a preliminary idea to build an ideological and political education model based on student community. Its working idea is:

1. Establish a community with one or more student dormitories as the unit, and establish a student work office in the community to be responsible for the student work in this community. Every student dormitory has set up a building Committee. The floor committee consists of student administrators, counselors and student cadres of the floor committee, and the counselor is the person in charge of the floor committee.

2. The secretary of the Community Party Working Committee shall be the deputy secretary of the Party Committee of the College, and the deputy secretary may be the person in charge of the Student Affairs Office and the Youth League Committee, and co-located with the Student Affairs Office and the Youth League Committee. The deputy secretary of the General Party Branch of the department in charge of student work serves as the secretary of the General Party Branch of the community, and is specifically responsible for the planning, guidance and assessment of student work, the management of students' ideological and political education and the construction of student party groups.

3. Establish student party branches, youth league committees, student unions and other organizations based on dormitory floors, give full play to the role of student organizations and student cadres, and assist the floor committees to do a good job in student work. In strict accordance with the teacher-student ratio of not less than 1:200, counselors are provided, who are the secretary of the student party branch and the secretary of the Youth League Committee, and are specifically responsible for the daily management and ideological and political education of students. Select outstanding senior students as counselors' assistants to assist counselors in the daily management of students.

4. Hire a teacher with a strong sense of responsibility and excellent professional ability as a learning tutor, responsible for students' second classroom activities and the guidance of students' scientific research and professional learning. Ideological and political education should be firmly established among students, educational activities should be zero distance from students, the coverage of ideological and political education should be expanded, and the pertinence and effectiveness of work should be enhanced.

5. The relationship between the teaching department of ideological and political theory course and the student affairs office is a two-way interactive relationship, that is, the student affairs office feeds back the hot and difficult points that students pay attention to to to the teaching department of ideological and political theory course, and the teaching department of ideological and political theory course carries out targeted teaching work according to these problems; In the process of teaching the ideological and political theory course according to the teaching plan and syllabus, the key points and key problems of each stage are fed back to the Student Affairs Office, which conducts targeted education according to these problems. This two-way interaction contributes to the liveliness and pertinence of ideological and political theory courses, which not only enables students to learn basic ideological and political theory knowledge, but also solves practical problems existing in students' thoughts.

The advantages of this new platform are obvious: First, the structure is scientific and the responsibilities are clear. Under the credit system, students' ideological and political education in independent colleges has a stable platform for students' associations, and students' work is focused, which is convenient for clarifying the division of labor and responsibilities. Second, the mechanism is complete and the functions are complete. It has an effective classification standard and operating platform for the ideological and political education of college students and the development of the second classroom, which is comparable and operable. At the same time, it is conducive to the joint efforts of security, logistics support, dormitory management and ideological and political education, and can carry out targeted work to increase the timeliness and effectiveness of ideological and political education. The third is management according to law and student autonomy. Establishing various student organizations and societies in the community can achieve strict organization and coordinated division of labor, and can give full play to the potential of students' "self-education, self-management and self-service".
